How well is giving them money working out? Not very.

We give citizens of sovereign nations specific considerations. Palestinians are not citizens of a sovereign nation.

There is no way to catch the fraud because I've never been asked to identify myself.

They do not ask for ID. Any person can claim to be someone else. As long as the other person doesn't vote (our voter turnout isn't that high) the fraud will never surface.
