@Ethiopia fills @GERD. Permanent Court of Arbitration (1899), not a part of ICJ, must resolve dispute. "Upstream states" under Nile Basin Initiative (and riparian rights law) have equal access to Nile, despite @Sudan and Egypt's views. Sisi's cyber-assault makes this critical.

The #WarPowersAct describes "hostilities," "imminent involvement in hostilities," reporting, 60-90 days end for military, absent approval. But it's for "the introduction of US Armed Forces." If #CIA drone, WPA not relevant - CIA is an intelligence agency.
