L’Autorité de Régulation des Télécommunications et Postes (ARTP) avait lancé la procédure d’appel à candidature pour l’attribution de cette licence. Les opérateurs Free et Expresso n'ont pas respecté la clause du prix de réserve fixé à 19,5 milliards de francs CFA.
