In India, navigating the government is a full-time job for the poor, and an expensive outsourcing exercise for everyone else.
A wealthy family pays lawyers, CAs, and consultants lakhs a year to access what is legally theirs.
Everyone else guesses, waits, gives up.
Same government. Completely different country.

Genuinely curious:
Have you ever abandoned a government process midway?
Paid someone to deal with something you were entitled to for free?
Watched someone older or less educated lose out because the system was just too hard?

What was it? What would it have taken to fix it?
