@ChatuBellamine Gushungo, a Bill of ANY nature is to be debated before it becomes law. There's NO debate that has only one side. I don't know why you think CAB3 should be immune to debate. Also, the Bill should be treated with Zim in mind, not an individual.
@Jamwanda2 They've moved faster than Dangote who has been promising USD400 mil investment into cement since Gushungo was around yet no cent of that has been seen, unless it is happening quietly. And yes - Zim can be the Singapore of Southern Africa if we really put our mind to it.
