据报道，2026年7月1日，张毅与弟弟前往拉萨色拉寺（Sera Monastery）参观期间遭警方拘留。当时，他因无法与一名藏族信徒进行口头交流（他希望向其借用拜垫），便向对方展示了手机中的一张达赖喇嘛照片。

据其在海外的家人称，两名便衣人员目睹了这一互动，似乎在张毅和弟弟离开祈祷区域时对他们进行了拍摄。张毅在离开寺院前即被警方拘留。

张毅随后被行政拘留15天。之后，其家人收到通知，得知张毅已被关押于拉萨市看守所，并因涉嫌“煽动分裂国家罪”被刑事拘留，按案件严重性最高可判处5年至终身监禁。

在同一天，当局正式施行备受争议的《民族团结进步促进法》，目前没有明确证据显示张毅被拘留一事与此有关。然而，一些观察人士指出，在7月1日前数日，中国官员发表的言论似乎鼓励地方政府积极落实相关措施，以实现“维护民族团结”的目标。

据报：7月底，荷兰留学生 #胡洋 回国探亲时，被警方以”寻衅滋事罪”拘留，会见律师权被剥夺。

胡洋至今被羁押近3个月，期间他的母亲分别聘请不同律师，多次在网站预约会见，系统均显示审核通过。但当律师抵达看守所，却被告知不能会见。另外，其荷兰的学校已经开学，但胡洋因仍被拘押无法回校入学。

📢国际特赦组织呼吁中国当局停止 #跨境镇压 ，并保障必须确保胡洋在羁押期间的合法权利，包括会见律师的权利。
