“It forces state agencies to hit a 42% quota for SWaM businesses, meaning businesses owned by minorities, women, or certain designated groups.

It also sets aside government contracts under $100,000 specifically for those businesses. (Meaning White People cannot be awarded these contracts)

Translation, if you're a small business owner who doesn't fall into those categories, you're pushed to the back of the line, not because of price or quality or experience, but because of race and gender quotas.

That's not equality. That's state-mandated discrimination in government contracting, and it's happening right here in Virginia”
