🔬 What a stealth fighter actually needs in rare earths:
GCAP is not a bolt-together aluminium frame. It is a system of systems saturated with NdFeB permanent magnets:
🔵 Actuation systems — flight control surfaces, landing gear, throttle — high-torque NdFeB motors
🔵 Radar and sensor arrays — EW systems, active electronically scanned arrays (AESA) require RE materials
🔵 Electric power generation — starter-generators, actuators, embedded power systems
🔵 Stealth coatings — some RAM (radar absorbent material) formulations use RE elements
🔵 Precision guidance — weapons released from GCAP, including CCAs, all require Dy/Tb-doped magnets for high-temperature coercivity

The higher the operating temperature, the higher the Dy/Tb content required. A 6th-gen airframe running hotter and harder than a Typhoon needs more heavy rare earths, not fewer.
📄 What the UK's own Defence Investment Plan says — and doesn't say:
The DIP 2026 is explicit about sovereign supply of steel, nuclear fuels, munitions, and shipbuilding. It commits to:

✅ Sheffield Forgemasters — sovereign steel
✅ BAE Glascoed munitions expansion — sovereign energetics
✅ Nuclear fuels programme — sovereign fuel supply

But the DIP contains zero explicit mention of sovereign rare earth supply.
Not one line. Not one programme. Not one budget allocation.
The word "critical minerals" does not appear in the spending tables.
🇨🇳 That's a problem. Here's why:
China placed 7 heavy rare earth elements on export controls in April 2025.
By June 2025, Chinese exports of Dy hit 1 kg to the world (all to South Korea). Tb: 1,200 kg.
These are the elements inside every magnet inside every actuator inside every airframe the UK is now committing £8.6B to build.
And the extractants used in Chinese SX separation — P507, P204, N235 — are also now on export control lists, suspended until November 2026.

🏭 The UK’s actual answer — and it’s in Belfast and Birmingham:
Ionic Technologies in Belfast is currently the only organisation outside China producing separated Dy/Tb oxides at high purity, embedded inside ADS Group’s aerospace/defence/security/space ecosystem.
HyProMag in Birmingham is now producing recycled NdFeB alloy and sintered magnets using HPMS, giving the UK its first domestic rare earth magnet manufacturing capability since 2003.
Together, Ionic (oxides) and HyProMag (magnets) give the UK both ends of the non‑Chinese magnet chain needed for GCAP, CCAs, drones, and missile actuators — but both are still early‑scale and need to be grown fast.

A Ford EV traction motor rotor — built with 100% recycled rare earth magnets — has been tested and validated at performance on par with magnets made from virgin mined material.
That result, and the supply chain behind it, deserves far more attention than it has received. 🧵
Here is what actually happened — and why it matters.
The Advanced Propulsion Centre UK's DRIVE35 Collaborate funding supported an end-to-end UK-anchored circular supply chain for EV magnet production:
🔄 Ionic Technologies (Belfast) — recycled end-of-life scrap NdFeB magnets into high-purity separated rare earth oxides using its patented ionic-liquid hydrometallurgical process
⚗️ Less Common Metals (Cheshire) — converted those recycled REOs into magnet-grade NdFeB alloy
🧲 GKN — manufactured the finished sintered NdFeB magnets from recycled alloy
🚗 Ford — built and tested the EV traction motor rotor at its Halewood and Dunton facilities
Four UK companies. One closed loop. Scrap in. Qualified EV magnets out.
🌍 Why the timing is not a coincidence
China's export controls on dysprosium and terbium — the heavy rare earths that give NdFeB magnets their high-temperature performance in EV traction motors — have made the fragility of Western magnet supply chains impossible to ignore.
These are not niche or exotic materials. They sit inside every permanent magnet motor powering every electric vehicle on the road today. Without Dy and Tb, high-performance EV traction motors cannot maintain coercivity at operating temperatures.
The export controls didn't create the vulnerability. They just made it visible.
What this project demonstrates is that a domestic circular supply chain is technically viable. You do not need a mine. You do not need a Chinese export licence. You need the recycling capability, the metallization expertise, and the magnet manufacturing — and with this project, the UK has shown it can connect all three in a single domestic loop.
⚙️ What Ionic Technologies actually did
This is worth being precise about, because the chemistry is non-trivial.
Ionic Technologies' process is a long-loop hydrometallurgical route using patented Multifunctional Amide Ionic Liquids (MAIL) — engineered ligands that selectively separate the individual magnet rare earth oxides (Nd, Pr, Dy, Tb) from dissolved magnet scrap at purities exceeding 99.5–99.9%.
Crucially, those are separated individual REOs — not a mixed rare earth output. That distinction matters enormously for downstream alloy and magnet manufacturing, because LCM and GKN need specific elemental inputs to hit precise magnet grade specifications.
The Ionic Technologies Belfast demonstration plant has been running 24/7 continuous operations since late 2024 — and as of early 2026 remains the only facility outside China capable of commercial-scale separation of all four critical magnet REOs from secondary feedstocks.
💷 Where it goes from here
The proof of concept is validated. The next step is scale.
Ionic Technologies is progressing toward an £85 million (~US$108M) commercial REO manufacturing facility in Belfast — a 400 tpa plant anchored by a UK Government Offer in Principle for a £12 million capital grant through the DRIVE35 funding programme.
The feasibility study underpinning that facility shows:
Post-tax NPV: £502 million
IRR: 43.6%
Designed to process both EOL magnet scrap and mixed rare earth carbonate (MREC) from primary mining sources
And the FORGE alliance — the Trump administration's multinational critical minerals initiative — has designated the Belfast plant as a strategically significant project, explicitly paving the way for replication of Ionic's technology in the United States.
🔗 The bigger picture for the UK
This DRIVE35 project sits inside a rapidly maturing UK rare earth ecosystem:

The commercial case, backed by NPV and IRR numbers that most greenfield mining projects would envy, is already there.
What's needed now is the capital commitment to take it from 30 tpa demonstration to 400 tpa commercial — and the policy continuity to make the UK the Western node of choice for secondary rare earth processing. 🏭

AML just received a US$2 million U.S. Defense Logistics Agency (DLA) contract for qualification of domestically produced sintered NdFeB permanent magnets for defence systems — with IXR named explicitly as the key supplier of (NdPr)₂O₃ and Dy₂O₃ under that contract.

Le dossier du lithium de Manono, en RDC, est un des théâtres les plus révélateurs de la nouvelle guerre économique mondiale. À travers l’opposition entre KoBold Metals et AVZ Minerals, et en toile de fond l’intérêt d’acteurs chinois comme CATL, se joue bien plus qu’un simple litige minier : c’est l’accès aux ressources critiques du XXIe siècle qui est en question.
Une lecture attentive des dynamiques en cours permet de dépasser les positions de principe pour comprendre les véritables rapports de force.
D’abord, il est probable que KoBold cherche à acquérir les actifs d’AVZ dans des conditions favorables. Ce type de stratégie est classique dans l’industrie extractive : les actifs juridiquement fragilisés ou politiquement contestés sont souvent rachetés avec une décote significative.
Mais réduire cette approche à une tentative d’achat “à prix dérisoire” serait excessif. Le gisement de Manono est tout simplement trop stratégique pour être bradé. Même en situation de conflit, sa valeur reste considérable, à la fois sur le plan industriel et géopolitique.
Ensuite, la rivalité entre acteurs américains et chinois structure profondément ce dossier. La Chine, forte d’une présence ancienne en Afrique et d’un contrôle avancé des chaînes de valeur des batteries, dispose d’un avantage réel. Ses entreprises, à l’image de CATL, bénéficient d’un soutien étatique, d’une capacité d’investissement rapide et d’une tolérance au risque plus élevée. À l’inverse, les acteurs occidentaux, bien que puissants technologiquement, évoluent dans des cadres juridiques et politiques plus contraints.
Cela alimente une hypothèse crédible : celle d’une surenchère chinoise. Pékin pourrait proposer des conditions financières plus attractives à la fois pour AVZ et pour les autorités congolaises.
Dans un contexte de pression économique, une telle offre serait difficile à ignorer à Kinshasa. Toutefois, réduire l’issue du dossier à une simple question de montant serait une erreur. Les arbitrages juridiques internationaux, les équilibres diplomatiques et les considérations de souveraineté jouent un rôle tout aussi déterminant.
Dans ce jeu complexe, la position de la RDC est centrale et décisive. Le pays dispose d’un levier exceptionnel, mais aussi d’une responsabilité majeure.
Sa crédibilité internationale est en jeu. Les incertitudes juridiques, les conflits d’attribution et les soupçons de gouvernance fragilisent son attractivité auprès des investisseurs.
La réforme d’entités comme COMINIERE, la transparence dans la gestion des licences et la clarification des rôles institutionnels doivent être une priorité pour le gouvernement congolais.
Notre analyse va en profondeur des facteurs politiques internes. À l’approche d’échéances électorales majeures en 2028, chaque décision stratégique devient plus sensible.
Les autorités de Kinshasa peuvent être tentées de renégocier, de temporiser ou de reconfigurer les alliances. Pour les investisseurs, comprendre ce calendrier est essentiel. Le temps politique congolais n’est pas un paramètre secondaire : il structure l’ensemble du dossier.
Au fond, Manono n’est pas seulement un projet minier. C’est un test. Un test pour la capacité de la RDC à affirmer sa souveraineté tout en restant crédible. Un test pour les États-Unis et leurs alliés, qui cherchent à sécuriser des ressources critiques face à la Chine. Un test, enfin, pour la COMINIERE à savoir naviguer dans un environnement où la géopolitique compte autant que la géologie.
Conseil de Kienge :
- aux acteurs américains, et en particulier à KoBold Metals, il est essentiel de comprendre que le facteur temps est déterminant. L’horizon politique de 2028 pèsera lourdement sur les décisions à Kinshasa.
Lire correctement ce calendrier, anticiper les inflexions du pouvoir et agir au bon moment sera au moins aussi décisif que la solidité financière du projet.
- à AVZ Minerals, le choix des partenaires doit rester guidé par une seule boussole : l’intérêt des actionnaires. Qu’ils soient chinois ou américains, les repreneurs potentiels doivent être évalués à l’aune de leur capacité à préserver la valeur, sécuriser les actifs et offrir une issue crédible à un dossier devenu hautement incertain.
- au pouvoir de Kinshasa, l’enjeu dépasse largement Manono. Il s’agit de restaurer la confiance. Cela passe par un assainissement réel des structures, à commencer par COMINIERE, qui doit devenir une entité crédible et transparente. Cela suppose également de réduire l’influence des réseaux corruptibles, de renforcer les institutions techniques, notamment le ministère des Mines et celui du Portefeuille et de redonner un rôle effectif aux autorités locales du Tanganyika, au plus près des réalités du terrain et des intérêts de la population locale.

Contrairement à ce que beaucoup pensent, la levée des mesures provisoires du CIRDI intervient à la demande même de #AVZ Minerals.
Chronologie clé :
- 24 mars 2026 : AVZ demande la suspension de la procédure
- 18 avril 2026 : AVZ dépose une demande liée aux mesures provisoires
- 23 avril 2026 : ordonnance n°7 du tribunal
- 23 avril 2026 : suspension de la procédure jusqu’au 3 juillet 2026, conformément à l’accord des parties (AVZ / République démocratique du Congo)
Ce que ça veut dire
On n’est plus dans un affrontement pur.
On est entré dans une phase de négociation active.
Quand une entreprise demande elle-même :
- la suspension de la procédure,
- et accepte la levée de protections juridiques,
ce n’est jamais un hasard.
Lecture stratégique
AVZ est probablement en train de :
- ouvrir la porte à un deal structuré,
- éviter une escalade juridique longue et incertaine,
- sécuriser une sortie intelligente… ou une entrée réorganisée.
Le cœur du jeu
La question n’est plus :
AVZ va-t-elle gagner le procès ?
Mais plutôt :
AVZ est-elle en train de négocier la valeur de sa position dans Manono ?
Pourquoi “conformément à l’accord des parties” est clé
Cette phrase est la plus importante.
Elle signifie :
- qu’il y a dialogue direct entre AVZ et la RDC,
- que les deux parties ont un intérêt à calmer le jeu,
- et surtout qu’un terrain d’entente est en construction.
Oui, c’est très probablement une stratégie de négociation.
AVZ a compris trois choses :
- récupérer 100 % du projet est devenu peu réaliste
- le temps joue contre elle
- sa meilleure carte aujourd’hui et le levier juridique comme outil de deal
En suspendant la procédure, elle transforme :
un conflit en négociation commerciale
En levant les mesures provisoires, elle envoie un signal :
“On est prêt à discuter sérieusement.”
Ce n’est pas un recul.
C’est potentiellement le moment le plus stratégique du dossier.
AVZ ne cherche peut-être plus à gagner seule…
Elle cherche à ne pas perdre intelligemment et à monétiser sa position au maximum.
Et dans ce type de guerre économique,
ceux qui savent négocier au bon moment sont souvent les vrais gagnants.
