@secretarycarson QOZ should not be an either/or proposition, but a both/and consideration with programs like CDBG. CDBG cuts cannot completely be replaced by OZ funds, especially for a lot of the capacity building services it provides.
I asked @SecretaryCarson how he envisions opportunity zones replacing programs facing proposed cuts like Community Development Block Grant program and public housing capital fund. He told me people need to reframe thinking, stop relying on government, lean on private sector.
