國會的立法爭議，必須在國會解決。如果國會已經通過該具有爭議的法律，正確的處理方式是向憲法法庭提起法規範審查訴訟，而非由總統拒絕公布法律。而行政院院長的副署權是議會內閣制的殘留，無論在歷史的實踐上或權力分立體制上，都不是制衡立法權的工具。提倡極端的作法可能造成更大的危害。 2/2

Benny被起訴前，曾經有台灣的學術單位邀請他訪問。他回應，他不能離開香港，必須堅持下去。起訴後，再次詢問是否願意來台訪問，他回說，就算獲准離港，此時離開，看起來就像畏罪潛逃，他不願意。他感謝大家的好意，沒有一絲一豪猶豫，最終從容入獄。

我對國會改革法案的看法是這樣：
1. 國會應該享有較完整的調查權，但藐視國會罪不可有刑罰規定。
2. 總統赴立法院進行國情報告是可以，但不可以即問即答，總統和立院各自獨立行使職權。
3. 國會為調查與法律案或人事案相關事項，可舉行聽證，證人如經具結而為虛偽陳述，應處以罰鍰。
其他都可能違憲。

我有一個習慣是不評論重複的事情。但總統交接期太長這件事情，雖然八年前就講過，目前各黨都是以僥倖的心態在過日子。

再說一次：沒有一個國家總統選出後，要等四個月才會上任。這四個月當中，國會監督的行政部門是「待退老兵」。各部會文官也在觀望，反正老闆四個月後就會換人。一年的1/3都在空轉
