PLSI welcomes the delegation from the Office of the Auditor-General, #ZamfaraState to Abuja for a two-week Capacity Building Workshop on Performance Auditing hosted at the Policy Accountability Lab.
The opening ceremony featured the signing of a Memorandum of Understanding (MoU) between PLSI and the Office of the Auditor-General, Zamfara State, formalising a strategic partnership to strengthen institutional capacity for Performance Auditing and deepen accountability reforms in the state.
The two-week workshop commenced last week with virtual sessions and continues this week with intensive in-person engagements. Through this training, officials of the State Audit Office are being equipped with the knowledge, standards, and practical tools required to move beyond compliance-based auditing towards Performance Auditing that promotes economy, efficiency, and effectiveness in public spending.
We are delighted that Zamfara State is taking this important step and positioning itself among the growing number of states embracing Performance Auditing as a critical instrument for improving governance outcomes and citizens' quality of life.
At the launch of the Subnational Audit Efficacy (SAE) Index 2025, Delta, Yobe, and Gombe States were awarded as pioneers for conducting and publishing standard performance audits - the first subnational governments in Nigeria to do so. We look forward to seeing many more states join this important accountability frontier.

Research should not only diagnose problems. It should move us to solve them.
When we launched the #SAEIndex2025, some findings stood out:
🔴 Only 3 out of 36 states in Nigeria have female-led State Audit Institutions
🔴 Only 5 states have female-led Local Government Audit Institutions
🔴 And across all 36 states, not one conducted a Gender-Responsive Audit.
That conversation did not end with the report. At PLSI, we believe research must inspire action, not gather dust.
So, we took action.
How can public audit truly serve everyone if gender equity and social inclusion remain invisible within the systems designed to promote accountability?

A referee cannot make fair decisions if someone else controls the whistle.‼️
The same principle applies to public auditing. The Office of the State Auditor-General must have the financial independence needed to carry out its oversight role effectively.
According to the #SAEIndex2025, only 5 states have implemented financial autonomy for their State Auditor-General’s Office.
Without adequate independence, auditors may struggle to fully scrutinise how public funds meant for critical public services are managed.
A stronger audit system strengthens public trust and accountability.

ONLY 18 states published their Citizens’ Accountability Reports (CAR) for the 2024 financial year, and were awarded. 🏆
Progress? Yes. Enough? Not even close.
From 8 states in 2022, to 11 in 2023, and now 18 in 2024, the trajectory is encouraging; but 18 out of 36 is still only half the story.
👏 Adamawa, Akwa Ibom, Bauchi, Benue, Cross River, Ebonyi, Edo, Ekiti, Jigawa, Kaduna, Kano, Lagos, Ondo, Osun, Oyo, Zamfara, Gombe, and Yobe.
While we acknowledge the efforts of these states, the real goal remains unchanged: full transparency across all 36 states.
By the 2026 Subnational Audit Efficacy (SAE) Index launch, anything short of all 36 states publishing CAR should raise serious questions.
