In a well designed organization, three management layers are enough. The Chief Executive Officer, Managing Director or General Manager sets direction. Functional heads, or business unit heads in diversified businesses, own the outcomes of their areas. Frontline supervisors manage the work as it happens. Below them sit the people who create value directly: producing, selling and serving customers.
That is a lean hierarchy with a clear line of sight from strategy to the customer.
Yet when we run spans and layers reviews, we routinely find five to 12 hierarchical levels between the Chief Executive Officer and the frontline. Based on our consulting experience, I estimate that 70 to 80 percent of medium and large organizations in Zimbabwe are overlayered. Managers supervise managers who supervise yet more managers.
The cost is not only the wage bill. Every extra layer slows decision making, diffuses accountability, filters information on its way up and distances leadership from the customer. In many cases these structures exist to consolidate positional power and reward tenure with titles, not to get work done.
The remedy is deliberate delayering. Eliminate roles with spans of control of one to three direct reports, because those are rarely real management jobs. Redesign around clear decision rights. Set a minimum span of five, widening as the organization scales and the work becomes more standardized.
