I agree with you. It is better to keep it contained, but if an infected person breaks containment, it is not the end of the world. It can be easily contained.

@GreenTextRepost FYI, the SBD Dauntless, a dive bomber, was agile enough to dogfight Zeros and win. Of course, if they were in a bombing run they couldn't maneuver.
It is the same with the Y-Wing. It is a bomber, that is severely handicapped when doing an attack run. Otherwise it can fight TIEs.

This makes Ebola an easily quarantined illness.
