The first Intergovernmental Conference will take place in Luxembourg.
We will begin work on the Fundamentals cluster, which deals with values, democracy and the rule of law.

Today, the European Union took a major step forward.
All Member States agreed to open the first accession negotiations cluster with Ukraine and Moldova.
At the first Intergovernmental Conference on Monday, we will open the cluster on fundamentals; the backbone of the accession process.
It covers the core values and principles on which the EU is built, from the rule of law to strong democratic institutions.
This is a recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges.
And a signal that the EU’s offer of peace, stability and opportunity is unmatchable.
Enlargement is a strategic choice.
By bringing our nations closer together, we strengthen peace, security and prosperity across our continent.
In a world marked by growing uncertainty, a larger European Union is in our common interest.
Enlargement remains one of the EU’s greatest success stories and our best investment in our shared future.
Moldova is about to take one of the most important steps on its EU path yet.
With President @sandumaiamd, I discussed how Moldova could use the opening of the first negotiation cluster to progress faster towards EU membership.
We also discussed how EU accession reforms and EU investment projects can drive economic growth and deliver for the people of Moldova.
EU Commissioner for Enlargement, @MartaKosEU, participated in the opening of the first European Union-Republic of Moldova Investment Conference.
During the event, the first investment intentions were presented, with a potential value of up to EUR 640 million. These are complemented by private sector investment projects, announced by the Government of the Republic of Moldova, worth EUR 364 million.
This brings the total volume of announced investments to over EUR 1 billion.
During the ceremony, letters of intent and memoranda of understanding were signed on new investments in key areas for the country’s development: drinking water, pharmaceuticals, energy, digitalisation, agriculture, connectivity and industry.
These initiatives follow a call launched by the European Commission, which received more than 75 project proposals from companies interested in investing in Moldova.

🇪🇺Commissioner for Enlargement @MartaKosEU will visit 🇲🇩 from 4 to 6 June: “We are coming to report on progress in the Republic of Moldova’s accession process, open up new investment opportunities, engage with young mayors, honour the country’s traditions, and foster unity in the Republic of Moldova through dialogue with the opposition and critical voices.”
On 4 June, Commissioner Marta Kos will open the EU–Republic of Moldova Investment Conference, focused on economic opportunities and the European Union’s Growth Plan for Moldova — an essential instrument for mobilising investments, supporting the economy and modernising the country. On the same day, at 12:00, Commissioner Marta Kos will hold a press conference together with the President of the Republic of Moldova, Maia Sandu.
On 5 June, the Commissioner will take part in the opening of the Moldova Digital Summit 2026, an event dedicated to digital transformation and the Republic of Moldova’s integration into the European technological space. Later, the Commissioner will hold discussions with mayors from several regions of the country.
On 6 June, the Commissioner will conclude her visit with several trips outside Chișinău, including to the Marta and Maria Monastery and to a farmstead in Slobozia-Dușca village, where she will speak with people from local communities about traditions, rural development and the Republic of Moldova’s European path.

Τοday the Cyprus Presidency initiated the preparation for the formal opening of Cluster one in the accession negotiations of Ukraine and Moldova.
This marks a significant milestone in their European integration path, and sends a strong message of EU unity and determination.
