We must never allow a narrative in which people are dehumanised or where there is an assumption that they forfeit their right to be treated as human beings because they have violated, or are alleged to have violated, a particular law.
That is the perspective we are promoting and articulating without contradiction.
No person has the right to enforce immigration laws outside the authority of the state, demand papers, or demand identification. No person has the right to incite violence. No person has the right to engage in vigilantism. No person has the right to engage in xenophobia or any other discriminatory practice.
From a Home Affairs perspective, we take that very seriously because we are ultimately responsible for managing civil registration, population affairs, and immigration in South Africa. We will not tolerate anyone using allegations or suspicions about an individual’s immigration status to violate their inherent human dignity or their constitutional rights.

I fought for this Republic so that Mnangagwa and his Zvigananda Cartel, no matter how powerful, could place themselves above the supreme law of the land. Today, I stand with the Concerned Citizens whose open letter you have before you. I add my voice loud, clear, and unwavering to their demands.
The passage of CAB3 madness has been stained by allegations of inducements, vehicles, cash payments, and other rewards extended to Members of Parliament.
This is not speculation it is a public scandal that strikes at the heart of our constitutional order. A vote bought with Fortuners and US$10,000 notes is not a constitutional vote it is a criminal transaction.
Section 18 of the Privileges, Immunities and Powers of Parliament Act, Section 170 of the Criminal Law (Codification and Reform) Act, and the entire framework of contempt of Parliament exist precisely to prevent this rot.
I have read the legal arguments in this letter with the eye of a man who has commanded troops and understands discipline and duty. The violation of Section 328(7) is not a technicality.
It is a brazen, calculated attempt to allow an incumbent to benefit from a term extension without the mandatory referendum demanded by the people. The Constitutional Court has already spoken clearly on this in Sibanda v Parliament. The law is not ambiguous. CAB3, in its current form, is unconstitutional on its face.
To the Honourable Speaker Adv. Jacob Mudenda and the Honourable President of the Senate Hon. Mabel Chinomona:You hold the gavel and the Standing Orders in your hands.
The letter from these Concerned Citizens war veterans among them lays out clear, urgent, and lawful demands. I support every one of them without reservation:Immediately suspend all CAB3 proceedings.
Declare the tainted National Assembly vote invalid.
Institute a full Privileges Committee inquiry into the alleged bribery and inducements.
Refer the matters to the Zimbabwe Anti-Corruption Commission and the Prosecutor-General.
Table all legal opinions and consequential impact analyses for public scrutiny.
History will not be kind to those who allow the Constitution the very document we bled for to be auctioned off for personal power.
I have seen too many good men die for Zimbabwe to now watch its foundational law undermined by cash and cars. This is not about one man staying in office until 2030. This is about whether the Republic remains a constitutional democracy or descends into rule by patronage and fear.

🔹This six-page open letter and petition, officially stamped received by the Parliament of Zimbabwe on June 25, 2026, is an urgent constitutional challenge against Constitutional Amendment Bill No. 3 (CAB3) submitted by citizens and war veterans who demand a 72-hour halt to all legislative proceedings and presidential assent.
🔸The authors argue that #CAB3 is substantively and procedurally unconstitutional because it attempts to bypass Section 328(7) to extend term limits for the incumbent president without a legally mandated national referendum, while further violating parliamentary rules by allowing 210 MPs to vote despite facing active voter lawsuits. Additionally, the document alleges massive “criminal contamination” and bribery within the legislature, specifically accusing prominent individuals , including Wicknell Chivayo and Hon. Scott Sakupwanya of distributing Toyota Fortuner vehicles and US$10,000 cash rewards to named MPs (Hon. Samantha Mureyani, Hon. Remigious Matangira, and Hon.
