For decades, the world has treated terrorism as a problem of non-state actors. But what happens when terror itself becomes an instrument of statecraft?

A recent European policy dossier argues that Pakistan’s use of proxy terror groups is not an aberration, but a long-standing strategic doctrine. From the tribal invasions of Kashmir in 1947 to the use of groups like Lashkar-e-Taiba, Jaish-e-Mohammed and the Haqqani Network, the pattern remains remarkably consistent.

The report highlights three pillars of this strategy:

🔹 Plausible Deniability – Violence is outsourced to proxies while the state officially denies involvement.

🔹 Proxy Infrastructure – A network of militant groups, radicalisation pipelines, informal funding channels and intelligence support creates strategic depth without conventional war.

🔹 Nuclear Shield – Nuclear deterrence raises the cost of direct retaliation, enabling low-intensity conflict below the threshold of full-scale war.

The document further argues that global responses have often oscillated between condemnation and accommodation, allowing the ecosystem to survive despite sanctions, FATF scrutiny and international pressure.

Whether one agrees with every conclusion or not, the central question remains relevant:

Can the international community effectively fight terrorism while ignoring the state structures that allegedly enable it?

As warfare evolves into a blend of conventional force, proxies, cyber operations and information warfare, understanding the doctrine behind state-sponsored terrorism becomes essential for policymakers and citizens alike.

Army Aviation is a military necessity, not a duplication of capability.
Its value has been proven in the 1971 War, Siachen operations and the Kargil conflict where it provided critical logistics, reconnaissance and casualty evacuation support.

1. 2020 Pulwama Grenade attack Mastermind and India’s Wanted Terrorist Hamza Burhan is currently alive and hospitalised at CMH, Muzaffarabad.

2. He was shot at Gojra area of Muzaffarabad at around 1:40 PM. Local police initially declared him dead and shifted the body to AJK Medical College for post-mortem. However, doctors discovered that Hamza Burhan was still alive and breathing.

3. At around 4:30 PM, Hamza Burhan was secretly shifted to the Combined Military Hospital (CMH), where he underwent surgery. So far, 6 units of O-negative blood have reportedly been transfused.

A press conference video is being circulated across media and social media platforms with an attempt to malign the image of the #IndianArmy.

It is reiterated that the individuals seen in the video, namely Chandu Chavan, Harendra Yadav and P Narender, were dismissed from service on grounds of indiscipline and unsoldierly conduct. The fourth individual, Shankar Singh Gujjar, is a deserter and disciplinary proceedings are undergoing against him in both military and civil courts.

These individuals are deliberately spreading fake, malicious and misleading narratives on social media to divert attention from their own misconduct and dismissal from service. Citizens are advised not to fall prey to such propaganda and to remain vigilant against misinformation. (1/2)

@nidhisj2001 A soldier fight for his country on orders of senior whether it is officer, Jco or jawan. Chandu chavan was given responsibility to defend his post but he deserted & cross LOC with his own will leaving his post unoccupied due to which he was boarded out due to disciplinary action.

I dont know why such these 4 are hiding the real facts about their dismissal . Little faults may be present there in the system but there is proper channel in Army to report any injustice. The correct factual findings are endorsed in their discharge documents, plz have a look at them.
