🚨🇪🇺The EU once again claims that Russia is working to undermine democracy within the European Union.

- Russia did not import millions of Islamists into the EU.
- Russia does not overturn election results within the EU.
- Russia did not destroy the economy in the EU.
- Russia did not introduce arrests for social media posts within the EU.
- Russia does not block the bank accounts of EU citizens.
- Russia did not give hundreds of billions to Ukraine.
- Russia is not responsible for more than one million homeless people living within the EU.
- Russia is not destroying EU agriculture through the Green Agenda.
- Russia is not introducing LGBTQ degeneracy into the EU.

The EU talks about Russian interference and the undermining of "democracy" so that it can more easily justify banning patriotic political parties and patriotic activism.

Using a method that has already been tried and tested, the EU wants to establish that anyone who opposes the policies Brussels is pushing today can be labeled as someone who is destroying democracy within the EU on behalf of Russia.

• På tisdag återupptar EU sina trilogförhandlingar om Chat Control 2. Ministerrådet hoppas att Europaparlamentet skall ge upp sitt krav på att skanning av innehåll i medborgarnas meddelanden bara skall få ske vid misstanke om brott. •

I fem års tid har vi rapporterat om Chat Control i dess olika skepnader. Chat Control 1 kom 2021 – efter att revisionen av EU:s ePrivacy-direktiv omöjliggjort vissa operatörers frivilliga skanning av folks privata meddelanden i syfte att skydda barnen. Förslaget var kontroversiellt, så lagen gjordes tillfällig.

2022 presenterade EU-kommissionär Ylva Johansson Chat Control 2, som innebar obligatorisk skanning av innehållet på i princip alla meddelandeplattformar.

Man skulle inte bara leta efter bilder och videor. Med AI ville man även låta analysera innehållet i alla människors konversationer, för att försäkra sig om att medborgarna inte är fula gubbar.

Detta, menade Johansson, kan ske utan att bryta krypteringen. Hon påstod att det är som en knarkhund som kan hitta droger i bagage utan att väskan behöver öppnas.

En liknelse som fick hård teknisk kritik, eftersom korrekt ändpunktskrypterat innehåll inte kan inspekteras under överföringen. (Se videon nedan.)

CC2 sågades grundligt av de flesta. Till och med av EU-institutionernas egen rättstjänst. Europaparlamentet påpekade att man bara skall få övervaka folk som faktiskt misstänks för brott.

Men det hindrar inte att processen rullar på.

I EU:s ministerråd har förslaget bytt skepnad flera gånger. Nyligen handlade det om client-side-scanning med spionprogram på system- eller applikationsnivå i din telefon och din dator. Som inspekterar dina meddelanden innan de krypteras och sänds iväg. Den idén tycks leva kvar hos vissa medlemsstater.

Annars tycks ministerrådet – i grova drag – ha resignerat och förstått att Chat Control 1:s frivilliga skanning är den mest omfattande övervakning som går att få igenom systemet i denna dossier.

För ett par månader sedan förlängdes Chat Control 1 igen, nu till våren 2028 – under formalietrolleri i den högre skolan. Förlängningen skedde trots att en majoritet av Europaparlamentets närvarande ledamöter röstade däremot (314 /276).

Det har varit fem intressanta år. Vi har fått se märkliga lobbykampanjer med Hollywood-kändisar, riggade opinionsmätningar, kommissionstjänstemän på dubbla stolar och en regelrätt desinformationskampanj från EU-kommissionens sida. Chat Control har exponerat EU:s sämsta sidor.

Och nu är det alltså dags igen. På tisdag träffas EU-kommissionen, ministerrådet och parlamentet för nya trilogförhandlingar.

Parlamentet säger fortfarande nej till skanning av innehåll i meddelanden utom vid misstanke om brott och med föregående rättslig prövning.

Ministerrådet tycks föreslå en kompromiss i vilken meddelandeskanning inte begränsas till misstänkta utan i tiden. Det vill säga att granska innehållet i alla människors elektroniska meddelanden om än med tillstånd månad för månad i stället för permanent. Vilket inte är någon kompromiss alls, utan ett sätt att undvika kärnfrågan.

Så nu kör vi det här ett varv till. Tills Litauen – som tolfte ordförandeland – får bollen vid årsskiftet. Med tanke på att Chat Control 1 har förlängts är det ingen som har bråttom längre.
