[According to Article 54 Common Market Protocol] disputes between [Partner] States shall be settled by reference thereof to the East African Court of Justice. /1
Para 76:
[Also] Partner States guarantee that any person whose rights and liberties (as recognized by the Common Market Protocol) are infringed upon by State Officials shall have a right of redress by that State's competent judicial, administrative or legislative authority... /2
When the Court has to consider whether particular actions of a Partner State are unlawful and contravene the [EAC Treaty], the Court has jurisdiction, and, indeed, a duty to consider the internal laws of the Partner State and apply its own appreciation thereof to the [Treaty] /2

... it is the duty of the East African Court of Justice to interpret the provisions of the [EAC] Treaty and to determine whether there is a contravention thereof. / 1

The East African Community is governed by the Treaty for the Establishment of the East African Community (EAC Treaty) 1999. The EAC Treaty was originally signed by Kenya, Tanzania, and Uganda on 30 November 1999 in Arusha, Tanzania and entered into force on 7 July 2000.
