Draper illegally bred ‘designer’ dogs in squalid conditions to profit from inflated prices during the Covid lockdowns.
Draper, who’s originally from #Harlow, #Essex, failed to meet the basic care needs of 44 dogs and puppies crammed into her rented semi-detached house.
None had access to water. Faeces and urine were scattered throughout the property while the garden was littered with waste and broken glass.
Draper had bred 23 litters of puppies over the Covid period – many of whom were underweight and required veterinary care. Some had price tags as high as £5,000.
An East Cambridgeshire District Council dog warden and an RSPCA officer first attended Draper’s home in August 2020 following complaints of sick puppies being sold at the property.
On arrival they found underweight French Bulldogs, a female Pomeranian, Boston Terriers, and Poodles.
Draper was advised to cease trading immediately as she did not have a licence. She was instructed to take all the French Bulldogs in her care to the vets as they were underweight and suffering from diarrhoea with blood in it.
The defendant later emailed the council to say she intended to keep breeding but only once she had applied for a licence. No application for a breeding licence was ever made, but Draper continued to breed and sell puppies.
A full investigation was launched into Draper’s activities. This included liaising with online advertising platforms, accessing veterinary and stud records and taking statements from people who had purchased sick puppies.
One advert from July 2020 was for a litter of eight Cavapoochon puppies priced at between £3,500 and £5,000 each.
Evidence provided by animal welfare charity NatureWatch showed Draper to be maintaining a social media account with nearly 2,000 members that she was using to advertise puppies.
In August 2022, a warrant was executed at her address, with police, council officers and a veterinary surgeon finding 14 adult dogs, two of whom were heavily pregnant, 14 older puppies and 16 new-born puppies.
Twenty-three of the dogs had a body score of 3 or lower, with visible bones and poor muscle mass. The 16 puppies were too young to receive a score.
Ronnie, a chocolate Cocker Spaniel puppy was so anaemic, malnourished, and emaciated when he arrived at the vets he collapsed and required emergency care. He was later given a body condition score of 1 out of 9.
Several dogs had major flea infestations and ear mites; a Jack Russell Terrier crossed with a Chihuahua puppy required intensive round the clock nursing and a Cockapoo was described as being the “worst case of grooming neglect” a dog groomer had seen in 15 years.
Daisy, a seven-year-old Cavachon in poor health was found to have been bred back-to-back three times, despite suffering from seizures.
Further searches revealed that between 2020 and 2022 Draper had bred more than 23 litters of puppies including Cavapoochons, French Bulldogs, Froodles, Standard Poodles, Dobermans, Cocker Spaniels and Cavapoos.
Ultrasound equipment, breeding manuals and a business plan showed Draper expected to make a profit from a litter for four puppies was also found.
The court heard the scale and organisation of the activity demonstrated it was “deliberate, pre-planned, premeditated and motivated by profit with disregard to the needs of the dogs”.
It also heard the defendant was “adequately aware” the level of care being provided to the dogs was not sufficient.
The court also heard Draper who lived in a housing association property had been claiming Universal Credit throughout the period the offences took place.
Draper pleaded guilty to three charges relating to dog breeding and advertising the sale of dogs without a necessary licence, failing to meet the five welfare needs of 44 dogs and causing unnecessary suffering to a male chocolate Cocker Spaniel puppy named Ronnie.
A spokesperson for East Cambridgeshire District Council confirmed all the rescued dogs had since been re-homed, including Ronnie and Daisy who are now cared for by two council officers.
Sentencing | six-month custodial, suspended for 18 months, with a two-month suspended sentence for each of the other two offences to run concurrently; 15 rehabilitation activities; 12 sessions of mental health counselling; 200 hours of unpaid work; ordered to contribute £5,000 towards the £40,000 prosecution costs. Banned from keeping or looking after any animals for 10 years.

A heavily pregnant Spaniel found tied to a tree and left for dead “in the middle of nowhere” is lucky to have survived along with her pups.
She was discovered by chance in woods near Wye by a couple walking their dog and taken to an animal charity where she gave birth just three days later.
Eight of her nine pups survived and they and mum are now being cared for at the Lord Whisky Sanctuary at Stelling Minnis near Canterbury.
Mrs Todd says this year has been the worst in her memory for dogs being abandoned or brought into the sanctuary which now has about 30 needing homes.
These pups will all need good homes and ideally we’d like them to go in pairs.
“They are almost six weeks old now and will need vaccinating but will be ready for new owners very soon.
“We have homes for the two girls but the six boys are available and we want one to go with Faith who has been a wonderful mum.”

Many were under-weight and had strangles, a highly contagious bacterial and potentially fatal infection. This little girl is very lucky to have landed here! She is safe and warm and able to rear her pups in peace!
She arrived with us last THURSDAY! She came in with 3 others having been handed to another rescue who had no space for them.
Through the night she went into full stage labour and I am pretty sure she had been holding on until she felt safe.
All the placentas had separated pre delivery and the first puppy was delivered deceased together with with decaying membranes. Amazingly she continued to deliver 6 live puppies over the next 12 hours.
She was a bag of bones under her matted, filthy and smelly coat. She has been carefully bathed since delivering the puppies but obviously we cannot do too much just yet.
The male dog that arrived with her... ERIC... is clearly bonded and most likely the father of the pups ...
They have been outstanding in every way - Mum even takes the pups to the end of the whelping box to be near the male!

Please note this girl is in a Local Authority/council pound so will only be released to rescue. She needs an organisation that will stand by her and see her through until she can’t eventually be rehomed.
This poor girl was found tied up and CCTV was found with the dogs owner tying her up at night. The finder had her at home for the night and she was a good girl.
Vet check as her belly and vulva are swollen. Vet has said there is a possibility she may be pregnant. Pound are worming with panacur in case she is so not to harm any puppies.
She is lovely with people and completely handleable but she is reactive to other dogs.
She will need proper assessment but on leash she does react when she sees other dogs.
She kennels well.

'Tonight we went out to one of the most horrific things we’ve dealt with. Earlier this morning a black bag was found down some steps in a woodland in #Hanham #Bristol. It’s a well known busy walking route called the 100 steps so lots of people would have seen it today with the warm weather. Instead not one person decided to investigate until a kind lady was brave enough to this evening after she saw a trail of litter from the bag where she sadly discovered a deceased cat & a dirty litter tray with used litter covering her.
When we arrived though we were shocked to see she was heavily pregnant & was clearly alive when she was in the bag. She had been kicked/thrown down 30-40 concrete steps before being left in the rubbish bag injured, terrified & then in labour. She had tried to claw her way out but was too weak & had no oxygen left so horrifically died along with her unborn kittens. She of course wasn’t chipped either.
Why would you do this? What kind of sick person are you? You purposely killed this young cat who you let get pregnant & killed her kittens too. We are absolutely sickened that someone would do this. There is help out there, you could have taken her to a vet she didn’t deserve to be killed in the most horrific way.
If anyone knows the person who did this, recognises the cat or has any information please message us. We will be reporting to authorities tomorrow. This person needs to pay for what they’ve done to this poor cat & her babies.
These are the things we have to deal with behind the scenes along with people being abusive to us. We don’t get a penny out of doing any of this as that isn’t why we do it. We do all this for the cats, nobody else. We have to witness some of the most upsetting things that people can’t even begin to imagine. Try being in our shoes for one day & you will soon see how heartbreaking, exhausting & difficult it is.
We are so sorry poor baby that this happened to you & we will do all we can to find the sick vile person who killed you & your babies.'

Stray terrier male, dob 18th Feb 2023. Pound states he is neutered.
He was found with a female terrier who was thought to be pregnant by pound and the pound have placed her in rescue themselves. They were said to be bonded and was sharing a kennel but he is dog reactive to other dogs at the kennels.

If you adopt a dog, you will make space for a dog in a council pound that is at risk of euthanasia. Puppies are not always shown on the charity websites just email them and ask to go on a waiting list. You shouldn't have too long as so many dogs, even pregnant dogs are being dumped everyday in the UK.
