One big reason is he broke his promise of no more Middle East wars. That conflict has driven up oil prices and hurt his economic agenda for a foreign nation

This MOU is diplomatic language about developing a joint investment plan, not a blank check from taxpayers. If the Gulf nations donโt want to pay, then probably wonโt happen!

Show me the part where it says the United States is legally obligated to pay any specific amount especially if the regional partners pay nothing.
