Maybe we should lower the reading cut score so we continue to promote students into grade levels where they don’t have the skills to be successful.

I can personally attest to this.
We pulled our child from an "A" Massachusetts public school after 3rd grade, because she could not read at grade level proficiently (grade level is a low expectation). #FAPEdenied
We were privileged to be able to sacrifice lifelong savings to enroll her in a Science of Reading #OrtonGillingham-based private school, and transport here each day, each way. It took two entire school years (i.e., 4th and 5th grade) of intensive 1:1 daily lessons to remediate the academic harm caused by Balanced Literacy (e.g., @LucyCalkins Units of Study, 3-cueing). #readingcrisis
Tell me happens to the children (and their families) that cannot afford the financial burden of private tutoring &/or private school tuition &/or private transportation.
