A few months ago, I sat down with a police chief in Seattle. He told me about the Green River Killer, one of the most prolific serial killers in American history, active for over two decades before Gary Ridgway was finally caught.
The case went cold for so long not because police lacked clues, but because different departments had pieces of the puzzle and no way to connect them. Critical intelligence sat siloed. Officers in the field had no visibility. Bulletins were written by hand, shared slowly, and often not at all.
That conversation stuck with me. Because it's not a legacy problem. It's happening right now, today, in every city in America.
The average law enforcement officer spends hours every week writing and reading reports that should take minutes. Software built in the 80s and 90s still runs most departments. And when a threat crosses jurisdictions, the information rarely does.

What drew me in was two things.
