1. I reject your premise. There is no logical scenario where an entire person’s existence is 100% pain and suffering and they have omniscient foreknowledge of the future to know their life would never improve AND not wish to die. The only reason they would have to live would be the hope of improving their current conditions and you ruled that out by giving them foresight.
2. If it’s against their will, there would be no reason good enough to kill an innocent person. It’s not for me to decide if such a person has a reason to live. It would have to be their own decision.

I made an assumption based on your scenario that this person’s life was 100% pain and suffering and they had foreknowledge that it would never improve. Given your circumstances, I believe they’d either kill themselves or at the very least request someone else to do it.
Absent their consent, no, it would not be okay to kill them.
