The Connecticut Catholic Public Affairs Conference is the public policy office of the Catholic Bishops of Connecticut, representing the Archdiocese of Hartford,
Scholarships can be used for tutoring, after-school programs, and supplemental special education services for public school students. It's the law. The CT General Assembly, towns, PTAs, and others can all establish their own scholarship organizations.
Good news: the scholarships are entirely funded by private donations and are nothing like vouchers. The scholarship tax credit is administered through the IRS, like the Child Tax Credit or Lifetime Learning Credit.
90% of all students would be income-eligible, and there is no legislated cap on the scholarship amount per student. Anyone who pays federal taxes can receive a credit up to $1,700 (the full $1,700 income tax owed, assuming no other credits, kicks in around $26,000 annual income).
We could easily redirect $230 million to in-state scholarships that would otherwise go to Washington, DC, to be spent in other states. CT is a donor state that sends billions more than it receives back in federal funding.

January 25–31 marks Catholic Schools Week!
We celebrate the students, educators, and families who make our Catholic schools places of faith, learning, and service throughout the Diocese of Bridgeport.
Join us in celebrating Catholic Schools Week!
The Archdiocese of Hartford, the Diocese of Bridgeport, and the Diocese of Norwich guide pre-schools, elementary, middle, and high schools in their dioceses and provide professional development for their teachers with great success.
Now that the federal scholarship tax-credit has passed, urge Governor Lamont to let CT families and scholarship organizations join this innovative program for public and private school students. These scholarship funds are 100% private donations that do not affect federal, state, or local education funding.

Rachel Langan of the Commonwealth Foundation says the new Federal Scholarship Tax Credit program would enable donations to benefit public school students as well as private school students.
This National Catholic Schools Week, we’re highlighting voices that have long supported greater K-12 educational access, quality and opportunity for families.
As we look to the launch of the federal tax credit scholarship in 2027, hear from His Eminence @CardinalDolan on how this program will strengthen and expand Catholic schools nationwide:

The Senate just passed a historic federal tax credit to enable children to access private + religious K-12 education options. https://t.co/Q63Y05WoEp
📣 Big win for families: The Senate just passed the first-ever federal tax credit based on the ECCA to fund scholarships for children to access for private and religious schools of their parents' choice. A major step forward for school choice and K-12 educational freedom.
Thank you @SenBillCassidy@SenJohnThune https://t.co/GecXnIz4A3

This is our once in a generation chance:
Include the Educational Choice for Children Act's tax credits in the federal reconciliation bill.
Expand choice to expand minds.
Good news! The ECCA is included in "The One, Big, Beautiful Bill," along with pro-family incentives: enhanced adoption tax credit, extended and temporarily enhanced child tax credit, and accounts for all newborns much like CT's Baby Bonds. Waiting to see what happens today and later in the Senate.
Our country is best off when Americans are able to keep more of their hard-earned money.
By passing the One, Big, Beautiful Bill, House Republicans will provide tax relief for workers, families, farmers, and small businesses and implement pro-growth policies that will jumpstart our economy.
Expand school choice for all states & Expand minds.
