This morning, while the world was focused on the World Cup, we received the tragic news that Mr. Lenminsang, a Village Volunteer from Kolchung Village who was present at Songkong Village, Henglep Subdivision, Manipur, was reportedly killed by Security Forces while he was carrying out his regular duty.
A Village Volunteer’s responsibility is to protect and serve the community, especially in situations where people feel unsafe and vulnerable. It is deeply concerning that a person who was standing in the line of duty to safeguard civilians has reportedly lost his life.
We strongly condemn the reported killing of an innocent volunteer. The lives of civilians and community defenders must be protected, not treated as threats. Those responsible Security Forces must be held accountable through a fair and impartial investigation.
Why are the very forces responsible for protecting civilians failing to protect them and instead becoming a source of fear? The people deserve justice, security, and equal protection without bias.
Our deepest condolences go to the family and loved ones of Mr. Lenminsang. May his sacrifice never be forgotten.

Kukiland, June 17, 2026 — Allegations have surfaced regarding the killing of Lenminsang, son of the Chief of Songkong, Henglep Sub-Division a village volunteer from Kolchung village who was reportedly present at Songkong Village, Henglep Subdivision, Manipur.
According to claims from local sources, Lenminsang was not a militant and was not associated with any SoO (Suspension of Operations) or non-SoO group. The allegations further claim that after several rounds of bullets were fired at him, security personnel allegedly changed his clothes to create an impression of an insurgent link.
The incident has sparked anger and concern among the Kuki community in Outer Manipur, with residents expressing a lack of trust in the security forces currently deployed in the Henglep Area. Community representatives have demanded a fair and immediate investigation into the incident and accountability for those responsible.
They further warned that if no action is taken immediately and any further incident occurs in the area, the Ministry of Defence will be held full responsible for failing to address the concerns of the people.

KSO Churachandpur Alleges Extrajudicial Killing of Civilian in Churachandpur, Demands Probe
CHURACHANDPUR, June 17, 2026 — The Kuki Students’ Organisation, KSO Churachandpur, has strongly condemned the alleged killing of Mr. Lenminsang of Kolchung Village during a security forces operation at North Songkong Village on June 16, 2026.
In a press release dated June 17, Ref No. 03/KSO-CCP/PR/2025-21, KSO Churachandpur said eyewitness accounts describe Mr. Lenminsang as an “unarmed civilian who was at his residence due to medical reasons and had no involvement in any armed activity.” The organisation alleged that during the operation, which reportedly involved drone bombing and mortar attacks, he came out of his house in fear and was “pursued and shot at close range by security personnel despite posing no threat.”
KSO raised concerns about the circumstances surrounding the death, including “the removal of his body from the site”, and called it a possible case of “fake encounter and extrajudicial killing”. The student body said such an act would constitute a “grave violation of fundamental rights, human dignity, and the rule of law.”
Demands
KSO Churachandpur has demanded:

2. An independent, judicially monitored investigation
3. Preservation of all evidence
4. Prosecution of all individuals found responsible

LAMKA, June 17, 2026 — Kuki Inpi Manipur, the apex body of the Kuki Tribes, has condemned the actions of Central Security Forces in Leilon Vaiphei and adjoining villages, calling them “unacceptable and deeply disturbing.”
In a press statement Ref No. 04/KIM/PR/25-50 dated June 17, 2026, KIM Secretariat said security personnel “stormed the village, imposed a military-style lockdown, searched every house, and shouted at villagers, including women, children, students, and the elderly.”
KIM said the operation came just a day after Leilon Vaiphei was allegedly attacked by NSCN-IM, leaving “three innocent Kuki-Zo students critically injured and still undergoing medical treatment.” The body argued that at a time when villagers were “traumatised, grieving, and living in fear,” security forces “chose to treat the victims as suspects instead of protecting them from the perpetrators.”
The organisation questioned the approach: “Why are operations being carried out with such force and intimidation in Kuki-Zo areas that have just suffered an armed attack? Why are innocent villagers being locked down, harassed, and humiliated, while the areas where NSCN-IM and its proxy groups are known to operate freely remain untouched?”
KIM stated that “The people of Leilon Vaiphei and adjoining villages are not criminals. They are victims of armed aggression,” and that subjecting them to lockdown, searches, intimidation and verbal abuse “deepen the wounds of the victims, create fear among civilians, and destroy whatever little trust remains between the people and the security forces.”
KIM demanded that authorities:
1. Stop intimidation and harassment of innocent civilians immediately
2. Take immediate and concrete action against NSCN-IM and its proxies responsible for the June 16 attack
3. Ensure justice for the three injured Kuki-Zo students and affected villagers
The body said “Security operations must never become collective punishment” and “The rule of law must be applied equally to all citizens and all communities.” It added: “Peace cannot be built through selective action, intimidation, or double standards. The Government must protect all citizens equally, uphold the rule of law without bias, and stop treating the Kuki people as targets while allowing armed aggressors to operate with impunity.”
KIM concluded: “The Kuki-Zo people will not accept any action that punishes victims while shielding perpetrators.”

New Delhi, June 17, 2026: The Committee on Protection of Tribal Areas, Manipur–Kuki Hills (COPTAM-KH) has expressed serious concern over alleged economic blockades and restrictions on humanitarian access affecting Kuki-inhabited areas of Manipur.
According to COPTAM-KH, the alleged restrictions have disrupted the movement of civilians, ambulances, humanitarian workers, relief convoys, and transportation of essential commodities including food grains, medicines, fuel, drinking water, and educational materials.
The organisation claimed that several highways and road corridors connecting villages, relief camps, healthcare facilities, and essential service centres have been affected, allegedly worsening the humanitarian situation faced by displaced civilians, women, children, elderly persons, and other vulnerable groups.
COPTAM-KH also raised concerns regarding alleged disruptions in supply chains and public welfare programmes, including food grain distribution. It stated that an independent and impartial investigation should be conducted to verify these allegations.
The committee has urged the Government of India and concerned authorities to restore uninterrupted access to highways and humanitarian corridors, ensure safe transportation of essential supplies, and take action against anyone found responsible for unlawful obstruction.
COPTAM-KH reiterated that humanitarian assistance should not be obstructed and called for immediate measures to protect civilian rights and ensure access to essential services.

CHURACHANDPUR, June 17, 2026 — The United Kuki National Army, UKNA, has condemned the reported killing of Lenminsang at Songkong Village under Henglep Sub-Division, Churachandpur, allegedly by central security forces.
In a press statement dated June 17, 2026, UKNA clarified that “Lenminsang was never a member of, nor in any way associated with, the United Kuki National Army.” Citing reports from the ground, the group said he was a civilian, making the incident “all the more disturbing and deserving of an impartial investigation.”
UKNA expressed alarm over allegations that “after the killing, security personnel allegedly undressed the deceased and dressed him in attire associated with an underground outfit.” The group said if true, such actions would be “not only unbecoming of professional forces entrusted with the protection of civilians but also strike at the very spirit of justice and accountability enshrined in the Constitution of India.”

The MLA “strongly and unequivocally condemn the shocking killing” of Lenminsang. He called it “deeply disturbing and unacceptable that a civilian has lost his life at the hands of those entrusted.... adding that such incidents “strike at the very foundation of public trust.”

The Joint Kuki CSOs Henglep, strongly condemns the killing of Mr. Lenminsang Haokip of Songkong Village during a security forces operation carried out on 16 June 2026.
According to eyewitness accounts, security forces subjected Songkong Village to drone and mortar bombardment. On that fateful day, Mr. Lenminsang remained at home due to health-related reasons and did not accompany other villagers to their jhum fields. When a drone strike occurred near the village, he reportedly ran out of his house in search of safety. Eyewitnesses allege that security personnel pursued him and subsequently shot him dead.
Following the incident, the security forces reportedly took away his body, which, at the time of issuing this statement, has not been returned to his family. During a search conducted by family members and villagers, blood-stained clothes and footwears belonging to Mr. Lenminsang were recovered near his residence. His shirt reportedly bore two holes believed to be consistent with gunshot wounds.
The removal of his body and clothing raises serious concerns about a staged-encounter (fake encounter) attempting to portray an innocent civilian as a militant. Such actions constitute a grave abuse of power and a blatant violation of human rights and the rule of law.
We condemn in the strongest possible terms the killing of an innocent villager and any attempt to falsely brand him as a militant. We call upon the security officers involved to come clean and take full responsibility for the actions of their subordinates. Failure to do so will compel Henglep Kuki Civil Societies together with the people of Henglep and Songkong, to pursue the matter before the highest competent authorities to ensure that justice is served and those responsible are held accountable.

Any attempt to conceal facts, tamper with evidence, or misrepresent the circumstances surrounding the death must be investigated and dealt with strictly in accordance with the law.
