In the rapidly expanding landscape of medical education, newly established colleges face acute faculty shortages.

While established institutions often maintain a stable pool of educators, new medical colleges-especially privately owned ones-struggle to fill essential teaching positions.

Government-run colleges frequently circumvent this issue by transferring faculty from recognized institutions to new ones in time for NMC inspections.

In contrast, many private colleges have resorted to hiring "ghost faculties" who appear only during inspections, further exacerbating the problem.

In regions like Rajasthan, the situation is particularly dire, with some departments staffed by only one or two individuals.

This severe shortage not only hampers the quality of education but also forces students to rely on the internet for self-study, raising the unsettling question: Is medical education gradually shifting towards an online mode?

These glaring deficiencies are often ignored by non-clinical doctors and their associations, whose longstanding biases against non-doctor educators contribute significantly to this artificial scarcity.

📢 The National MSc Medical Teachers Association (NMMTA) strongly opposes the new Draft Teachers Eligibility Qualifications (TEQ) 2024 released by the National Medical Commission (NMC). The proposal to make PhD mandatory for non-MBBS tutors in medical colleges & the exclusion of MSc Medical Degree holders from subjects like Microbiology & Pharmacology is discriminatory and harmful to the quality of medical education.

For decades, medical MSc/PhD teachers have played a crucial role in medical colleges, especially in rural areas, and these changes will only exacerbate faculty shortages. The introduction of a vague "transition period" with no clarity on its duration or impact further undermines the workforce.

We urge @NMC_BHARAT to revert to the MCI's 1998 TEQ regulations, which were balanced and inclusive, and to increase, not decrease, the representation of medical MSc/PhD faculty, as seen in Western countries. The quality of medical education must not be compromised by arbitrary changes that leave qualified professionals behind.

As the NMC transitioned from the MCI, it initially adopted the old TEQ. However, to our dismay, it later succumbed to intense lobbying by the non-clinical doctors' community to exclude us. The MSR 2020 first reduced our representation (to 15%) and completely removed us from Microbiology & Pharmacology—a move that was promptly challenged in court. Then came TEQ 2022, followed by the repeal of MSR 2020 and its replacement with MSR 2022—again, the same issue persisted, adding to the ongoing legal battle. Now, we have TEQ 2024 (draft).

Every time one document is taken to court, the NMC releases a new one, making it impossible for the judiciary—already slow and overburdened—to keep up. Are we destined to fight every new iteration of guidelines issued by the NMC?

This raises a fundamental question: Which document actually determines teacher eligibility—MSR or TEQ? There should not be two separate documents outlining guidelines for the eligibility of teachers with medical https://t.co/9wPITOLBzu qualifications.

@NMC_BHARAT The Minimum Standard Requirements (MSR) should not contain any provisions related to teacher eligibility—this should be exclusively addressed in the Teacher Eligibility Qualifications (TEQ) document.

Frankly, we are all exhausted by this endless uncertainty, anxiety, hostility, attacks, and humiliation. If the @MoHFW_INDIA ministry truly intends to resolve this, it has the authority to step in and settle the dispute once and for all.

Racism, casteism, sexism, xenophobia, homophobia, and other forms of discrimination are various manifestations of misanthropy, where individuals harbor, express, and practice hatred and prejudice against others. Such prejudices exist in every society across the world.

This prejudice can manifest in varying degrees-subtly or overtly, practiced individually or collectively, expressed as private opinions or official policies, and promoted by individuals or institutions.

The competition for jobs, a superiority complex, and an inherent disdain for those outside one's own group are the primary factors driving this practice, which we term as 'academic apartheid.' Those who perpetuate it take pride in their actions, feel justified, and remain indifferent to the harm inflicted on their intended victims.

Regardless of the underlying logic, philosophies, or pretenses, we are convinced that "pride and prejudice" are the primary forces driving it.

A half cooked article with a biased view & no research. Medical MSc/PhD teachers are teaching in Medical colleges from 1970s. It's NOT a two year old provision. Converting a press release into an article? Is it the standard of journalism? NOT EXPECTED

A new TEQ draft has been released by the NMC's PG board, rather than the usual UG board. We are not surprised. While the MCI's BOG was kind, considerate, and rational, the NMC has been outright hostile and unsympathetic. What else can be expected from it?

It is said that a nation is judged by how it treats its minorities. The same applies to the @NMC_BHARAT. Just observe the disdain and apathy with which it treats us, the minority stakeholders.

Despite being an integral part of medical education for several decades since the 1970s, we are still considered outsiders, with separate rules imposed upon us—each iteration worsening the situation.

Yes, there are many objections. When we request changes from the NMC, we are told the matter is sub judice. However, the NMC exercises the freedom to modify regulations as it pleases, without regard for whether the issue is sub judice.

It is true that the NMC is an autonomous body, but the NMC Act clearly states that the @MoHFW_INDIA remains its governing authority. Despite this, the NMC has the audacity to overrule explicit orders from the ministry and continues to adopt a hostile stance that contradicts the government's position.

While the NMC operates more like a doctors' welfare association, the union government has a responsibility to protect the interests of all stakeholders. Given our lack of faith in the NMC, we implore the ministry to address our concerns directly.

The feedback on the TEQ 2024 draft is being submitted. The NMC has always ignored our feedback—will this time be any different?

Today marks the fourth anniversary of the civil writ petition filed by the National MSc Medical Teachers' Association (NMMTA) in the Delhi High Court.

The petition challenges the discriminatory and prejudiced policies of the National Medical Commission (NMC) that undermine the interests of teachers with MSc and Ph.D. qualifications in medical sciences.

Despite waiting for four years for justice, the only outcome has been a series of postponed hearings and delays.

This ongoing litigation highlights the challenges faced by medical educators who are seeking fair recognition of their academic qualifications and professional contributions.

We remain committed to advocating for policies that ensure equal opportunities, respect, and fair treatment for all teachers with medical MSc/Ph.D qualifications.
