Because they invest their own money in their own tokens to take them out of circulation. The problem is some people take advantage of it for making a little profit dumping the price.

Doing buybacks means the project buys back it's own tokens with its own treasury to take them out of circulation driving the price up. Problem is people selling for little profit. Price goes up and holders are dumping.
