If that were the case it would be easily corroborated but it's not because it's likely just corrupt. Because you have no idea the intricacies of corruption doesn't mean corruption doesn't exist.

Both things can be true. Jesus commands us to give AND you can prioritize Americans who came here legally.
Just giving would be like instead of fashioning a whip Jesus went ahead and used the money changers because, well, they are already here and I should just keep the status quo.

People are profiting from the whole illegal network. Better you give cash to a street beggar than give money to that system of corruption.
