The State Pension is officially listed under social security/welfare benefit expenditure.
It falls under Annually Managed Expenditure, which is the spending budget for demand-led state benefits.
I don’t think it should be classed as a benefit but the government decided otherwise!

How This Is Possible
1. The EU Withdrawal Agreement Protection
Under the Brexit Withdrawal Agreement, EU citizens who were legally resident in the UK before December 31, 2020 (and UK nationals residing in the EU before that date) retain specific reciprocal social security rights. Because the user moved to the UK in 2015 and holds Settled Status, they fall under these protected rules.
2. The "Exportability" of PIP Components
Daily Living Component: Under UK and EU coordination rules, the Daily Living component of PIP is classified as a sickness benefit, which is exportable to EU/EEA countries or Switzerland. As long as the individual maintains a sufficient link to the UK social security system (or satisfies habitual residence history), they can usually continue receiving the Daily Living element after moving.
Mobility Component: Unlike the Daily Living element, the Mobility component is not exportable under UK law once a person moves permanently outside the UK.
3. Conditions Required for Exporting PIP
To export the Daily Living component, the recipient generally must:
Be moving to an EU, EEA country, or Switzerland.
Be covered by the Withdrawal Agreement rights.
Have paid enough National Insurance contributions or have a genuine, sufficient link to the UK social security system.
Notify the Department for Work and Pensions (DWP) before moving.
How Reviews Work From Abroad
When a PIP review comes around (such as the poster's June 2029 review date), the DWP continues to administer the claim through its Exportability Coordinator team:
Paper-Based Assessments: Most international reviews are handled primarily via paperwork, medical records, and reports submitted by post or secure digital upload.
Remote Assessments: Any necessary health assessments are typically conducted via telephone or video call.
Local Medical Evidence: The claimant can submit medical evidence, reports, and diagnoses from local healthcare professionals and doctors in Spain (translated into English if requested).
