Short answer: It looks like the US is.

The long answer...

To actually, definitively answer this question, you need to look up the organizations involved directly in the protests, as well as the organizations supporting and promoting in legally, logistically, financially, and across information space politically.

I'm surely not the only human being on Earth that can look these things up, but since many have asked, I have begun looking.

This requires research that can take several hours of dedicated focus to answer.

To start, look at US government-funded media like Radio Free Europe/Radio Liberty or British state media like BBC and see how they're spinning it.

If they are enthusiastically promoting it - it is almost CERTAIN it is US-backed.

If they are decrying it as "anti-democratic mobs" or "Russian/Chinese meddling" it is almost CERTAIN it is aimed at dismantling US-backed proxies/parties/programs.

Regarding the current protests in Serbia - in just a few minutes I have found several organizations in the middle of supporting them funded by the US/EU governments including:

1. ACLED (Armed Conflict Location & Event Data Project) ( https://t.co/5Ua62w1of0 )
2. The Global Resilience Fund ( https://t.co/xxKC4eVz92 )
3. N1 and Nova S (United Media Group) ( here is a US/EU funded front promoting them https://t.co/vlzrm1QAb0 )

No, "legit" protests don't get hijacked - that's not how the US has ever operated - large protests require years of preparations and network building. If the US is involved it is because they are behind it.

To everyone who will message me saying "No! the current government is horrible, this is legit protests!"

No matter how bad you "think" your government is, the US-backed puppets they will replace it with will be 10000x worse - just ask Ukraine.

If you are going to tell me the protests are legit - you need to show me the special interests that are behind the protests and show me a list longer and more convincing than the one I showed above.

And no - protests are never "decentralized" - this is simply the US doing a better job covering its tracks. ALL protests - good or bad - have special interests (good or bad) behind them. Human beings do not spontaneously self-organize on this sort of scale.

The fundamental problem I see with the “Student List” win in Serbia, is that foreign policy was nonexistent in their platform, rather it’s entirely based on a vague ‘leaderless’ domestic agenda of “ending corruption” and “democratic rights”. Naive in the extreme. Especially in Serbia you simply cannot ignore foreign policy - because if you do not properly grapple with it…. it will very quickly devour you. Outside powers will make ALL the big decisions for you. This is hugely dangerous & could potentially destabilize the country should Western powers throw salt on old wounds. Likely this is why Western powers have backed the Student List ascendancy.

If the colonized child learns to read in the colonizer’s language.

The mechanisms of Israel's control of the narrative among Americans are varied. But here's just one example.

This post is from @dinakraft, a journalist who reports on Palestine and Israel for mainstream outlets like @csmonitor.

She is one of the many Jewish American zionists who exercised their Jewish privilege to become Israeli colonizers on occupied Palestinian land, who are paid to "report" news from the region as if they were impartial journalists, rather than the ideologues they are.

Others like her include @Heidiphotos, who has been in the news lately for getting beaten up by Jewish settlers in the West Bank. She admits that Palestinians saved her life, but she doesn't seem to know their names, nor does she appear to have made any effort to find out who they are, or thank them. I'm also told by a reliable source that she lived (and may still live) in an old villa that was made into four apartments (likely stolen from the original Palestinian owners, as it sits immediately adjacent to a confirmed stolen Palestinian home).

AP's news director for Israel-Palestine, Josef Federman, is another one. The @TheGrayzoneNews reported on leaked files that showed him on a panel aimed at assisting “Israel’s ability to effectively portray its narrative” at an Israeli government event dedicated to destroying the BDS movement.

Isabel Kershner writes for the @nytimes. Like the "western reporters" there, she's a zionist colonizer whose children served in Israel's military.

There are still dozens more; too many to name, including some who are colonizers in West Bank colonies.

Are we supposed to believe there are no non-zionist journalists in the entirety of the American population who can report on this issue?

These aren't just reporters who "happen to be Jewish." They are literal zionist ideologues who live as Jewish colonizers and who get to determine the fate of this land while the actual indigenous people there do not.
