It’s not thoughtful to punish Russia, either strategically or spiritually, even if Russia has issues.

@gerryphilly @feardeas @mfjlewis From a practical strategic view it makes sense to encourage limiting conflicts and engaging in preparation while promoting dialogue. I actually don’t know how the Russians will respond to good faith negotiations, but if they are not well meant and attempted we’ll never know.
