The Multinational Security Support Mission, led by Kenya, has done a tremendous job in repelling gangs that once controlled vast areas of Port-au-Prince.
The capital’s surroundings have been pacified, roads reopened, and critical infrastructure restored all thanks to the resilience and dedication of our Kenyan police officers.

MSS Force Commander Receives IFAKs from Germany
On Monday, March 24, 2025, MSS Force Commander Godfrey Otunge received a consignment of 1,000 Individual First Aid Kits (IFAKs) donated by the German government to enhance the effectiveness of ongoing security operations.
These high-quality, advanced IFAKs are specifically designed to improve medical preparedness, response, and the survival of injured MSSM officers during this critical phase of operations. The donation serves as a significant morale booster for the courageous officers whose dedication and determination remain unwavering in their mission to restore peace in Haiti.
MSSM officers have undergone extensive training in the use of IFAKs for individual medical care and buddy aid, which will strengthen teamwork and operational efficiency.
As this decisive phase of operations continues, the importance of IFAKs cannot be overstated. We urge key stakeholders to further support the MSSM, particularly in the establishment and operationalization of Forward Operating Bases (FOBs), which will bring security services closer to the people and enhance their safety.
We extend our sincere gratitude to the government of Germany for its invaluable support.
Spanish Ambassador to Haiti Visits MSSM
The Embassy of Spain is one of the oldest diplomatic missions in Haiti. Established in 1953, it has remained operational despite the country’s numerous challenges, demonstrating Spain’s unwavering commitment to Haiti’s development and stability.
On Saturday, February 15, 2025, the Spanish Ambassador to Haiti, Marco Antonio Penín Toledano, visited the Multinational Security Support Mission (MSSM). During his visit, he held a meeting with MSSM leadership, led by Force Commander Godfrey Otunge.
Commander Otunge briefed Ambassador Toledano on the mission’s achievements and the challenges it has encountered so far. He expressed appreciation for Spain’s contributions to the MSSM Trust Fund, emphasizing the need for additional Forward Operating Bases (FOBs) as outlined in the Concept of Operations (CONOPS). He highlighted that FOBs are crucial for strengthening MSSM’s operations, calling them a “silver bullet” for Haiti’s security situation. Otunge pointed out that previous UN missions had not prioritized the establishment of FOBs—a gap that MSSM aims to address to ensure the mission’s success. He urged other contributing and donor countries to support the creation of more FOBs as MSSM enters a critical phase focused on pacifying gang-controlled areas and restoring security so that displaced residents can return to their homes.
In his discussions with MSSM leadership, Ambassador Toledano reaffirmed Spain’s commitment to finding a lasting solution to Haiti’s gang crisis. He noted Spain’s key role in rebuilding the National General Hospital in Port-au-Prince, despite ongoing challenges posed by gangs. Following the meeting, the ambassador also addressed MSSM contingents from Guatemala and El Salvador, commending their efforts and resilience.
