Say what you will about Emanuel Mwamba, but when it comes to writing and strategic communications, he has no match in this country. In fact, one of Chagwa's strategic failures was sending EM to foreign missions when he should have created a 'Mwamba-quarters' right inside the statehouse. I don't even like Mwamba, but he can write—Patali! he is a one man Ministry of Communication. I have said it before over and over: governance is communication.
