Myth 001 :
Pakistan's public sector expenditure is too high; therefore need to move towards smaller footprint of the public sector.
Fact Check:
Pakistan's public sector expenditure, though inefficient and wasteful and in need of major redirection, is definitely not higher than most of the comparable countries or developed countries.
In terms of total public sector expenditure as percentage of GDP , we are less than 20 % while USA spends roughly 37 of its GDP and India 29 % of its GDP.
Pakistan's real problem is low tax/GDP ratio: less than 11 % compared to India's 18 % and Norway's 44 %.
If Pakistan's richer classes start paying taxes at the level of its eastern neighbour, we would collect 25 billion US dollars more in revenue.
First order effect: Government would borrow 25. billion dollars less from the banking sector.
Second order effect: 25 billion dollars of more credit for the private sector; more economic activity, more employment, more taxes and even more revenue. A virtuous cycle of prosperity starts.
12th Day update:
Recovery crosses 4.6 billion; arested persons at 1104; delta between FIRs and arrests, though widening, will be bridged.
HESCO has started to pick up; SEPCO and PESCO need to roll their sleeves too.
Mafias within DISCOs have started to feel the heat.
Anti-Power Theft Update:
Touched six billion recovery of which five billion in last 7 days.
1500 arrested till now across the country.
No respite till this sub-culture of theft is reversed. Good citizens cannot be allowed to be punished for the sins of the delinquents.
Geography of theft: tale of two districts.
They are neighbours, just the mighty Indus in between.
Equally poor, one slightly more urban, the other slightly more literate.
Still power theft differentials so huge as if they were located in two different continents.
Anti-Power Theft Campaign Update:
PKR 7.88 billion recovered.
This campaign is not about fines and recovery; it is about modifying the free-lunch behaviour.
Real payoff will be measurable by middle of next month due to limitation of monthly billing and payment cycle.
Lahore Division uses 23 b units ; South Punjab including Sahiwal Div uses 19 b units.
Baluchistan & Sindh (minus K-Elec) combined use 14 billion units; Faislabad and Sargodha divs combined use 15 b units.
Khyber Pakhtunkhwa uses 12 billion units; so does Gujranwala Div.

Appointment of children of employees who are retired, died after retirement or serving is made against 20% quota for posts in BPS-1 to BPS-14 which is observed with general recruitment. As and when recruitment is made, employee children quota will be observed.
