The EWS quota was introduced to help economically disadvantaged or poor students get a fair shot at India's toughest exam — the UPSC. But a major investigation by The Indian Expresss Shyamlal Yadav raises a difficult question: Is the quota reaching the poor it was meant for, or are candidates from more privileged backgrounds also benefiting from it?
