The solution is to actually punish fare evaders. Make it an actual crime that comes with penalties that make it unrewarding.
Payroll at #BART is 750,000,000 annually. Big number.
Roughly a third to almost half of that is spent on management salaries and benefits due to the 1-4 manager to employee ratio.
20% of managers are redundant by BARTs own proof of concept “no work Tuesdays” for managers. That’s 72 million dollars a year already wasted.
A further reduction to meet a reasonable yet still chubby, 1-10 manager to employee ratio brings an additional savings of around 150,000,000 annually, give or take.
Modest useable real estate divestment and increases in employee productivity by elimination of waste frauds and abuse easily fill the funding gap for years to come - and we can achieve this TODAY.
#BART’s position is they prefer other options. Frankly nobody should care what BART “prefers”.
BART has run the system into the ground, it it time to right size and again, it can be done TODAY - without dropping a single train from service or curtailing any hours of operation.
Over 1,000 managers on active payroll and the best deficit reduction plan they could come up with ways to sell BART pillows.
Seriously that’s the best plan 1,000 managers - purportedly the most talented and capable 200 to 300k a year and more - can buy. Another proof of failure that BART cannot manage itself.
It does require immediate divestment of bad actors in management including HR, legal and executive departments and won’t cost taxpayers a penny.
