Truphena Muthoni: My arms didn’t get tired while I was hugging. I was feeling some cold when it started raining, but I was able to manage it because I had already practiced for that as well. There was a time I was rained on during practice. On the first day, it dried up on its own. On the second day, it was really heavy, so I had some heaters around me. I had the privilege to present to the Departmental Committee on Environment, Forestry and Mining the Meteorology Bill (Senate Bill No. 45 of 2023). The session was chaired by Mwala MP Hon Eng Vincent Musyoka, where I presented
The bill which was approved by Cabinet in 2023 aims to strengthen the legal and institutional framework that enables and enforces the management, understanding, exploitation and regulation of meteorological services at national and county levels.
The proposed bill seeks to put in place a legislative framework for regulation, coordination, monitoring, management and provision of meteorological services in Kenya and to coordinate and monitor meteorological services.
I also presented the Environmental Professionals Institute of Kenya National Assembly Bill No. 36 of 2024 that seeks to establish the Environmental Professionals Institute of Kenya.
The Bill contravenes the spirit of the Environmental Management and Coordination Act CAP 387 (EMCA), which serves as the overarching legislative framework for environmental management in Kenya.
EMCA was enacted in response to the existence of 78 sectoral laws governing different aspects of the environment, the deteriorating condition of Kenya's environment, and the rising social and economic inequalities, all of which had a combined adverse effect on environmental sustainability.
I was accompanied in the meeting by NEMA DG Mr Mamo Mamo, NECC CEO Mary Njogu, Environment Secretary Dr Selly Kimosop, Secretary Administration Mr John Elungata, among others.
