Primaries are where strategic voting can matter most in gerrymandered districts. When the general election is effectively decided by the map, the primary is often the real contest, and where a well-placed vote carries the most weight.

But seeing the field is only half of it. The bigger goal is helping voters figure out the best strategy to make their views count, and that often means voting strategically in primaries.

This is where Democracy Test Kitchen comes in. Part of what we're building is a clearer picture of what candidates actually believe, ranking them by how closely they match a given voter's views.

The distinction matters for reform. Third-party movements lack broad backing, but concern over how district lines are drawn runs across the spectrum. That points to redistricting, not restructuring the party system, as the more workable fix.

Voters also perceive structural imbalance. Roughly half believe one party holds a built-in advantage in their own districts: 50% for the U.S. House, 47% for state senates, 46% for state houses. Actual electoral data suggests the imbalance is even worse than voters perceive.
