“Blame Delhi” is not a development strategy.
The Freight Equalisation Policy (FEP) of 1952 is often blamed for East India’s industrial decline. But the story is more complex and more inconvenient.

FEP aimed to equalise access to industrial raw materials across states. It wasn’t perfect, but it wasn’t sabotage. Eastern states still earned mineral royalties. The real failure lies in decades of local misgovernance.

Yes, industry moved to the South and West, but not because of FEP alone. Investors looked for:
• Law and order
• Reliable power
• Skilled labour
• Policy stability

Bihar and Jharkhand had minerals, but also violence, power cuts, and political chaos. Odisha had the same history but used reforms to attract industry. Jharkhand didn’t. Why?

Southern states weren’t favoured. In the 1950s, Tamil Nadu and Andhra were poor too. They invested in land reform, education, and public services. That’s why they rose.

Population growth in the East wasn’t caused by lost factories. It was driven by lack of female education and public health. These were state responsibilities that were neglected.

Even after FEP ended in 1993, eastern states underperformed. Jharkhand became a mineral-rich state in 2000 and still fell behind—not because of Delhi, but because of corruption and poor planning.

Fact: eastern states receive more per capita central funds than most. Finance Commissions account for backwardness. Southern states now argue they are subsidising inefficiency.

Private investors go where governance works. Tamil Nadu built auto hubs. Gujarat built SEZs. Karnataka built a tech ecosystem. These were earned, not gifted.

FEP may have distorted markets, but blaming a discontinued policy from 1952 for today’s failures is just bad politics.

Real growth requires reform, not resentment.
The East needs accountability, not a victim story.
