BGE collects state-mandated surcharges, environmental program fees, and government-approved charges that function like taxes — all authorized by Maryland regulators and lawmakers.
When the state mandates programs, approves rate structures, and adds surcharges, it owns the cost. Blaming utilities for carrying out state policy doesn’t make bills cheaper — it just dodges accountability.
