I think your questions are structured well and not leading, but I have one question.
You mention that whites hold 80% of the funding/government contracts and I think that is the incorrect way to look at it.
I think the proper question would be what is the rate of acceptance/approval for blacks versus whites when applying for the funding or government contracts.
Whites simply holding 80% of all such contracts means nothing if they apply in overwhelming numbers to get those versus a low number of blacks trying to obtain the same thing
