ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳೇ,
ಸ್ವಾತಂತ್ರ್ಯ ದೊರೆತು ಹಲವು ದಶಕಗಳು ಕಳೆದರೂ ಹಿಂದುಳಿದ ವರ್ಗಗಳಲ್ಲಿರುವ ಸಣ್ಣ ಹಾಗೂ ಅತಿ ಹಿಂದುಳಿದ ಸಮುದಾಯಗಳಿಗೆ ಶಿಕ್ಷಣ, ಉದ್ಯೋಗ, ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿ ಹಾಗೂ ರಾಜಕೀಯ ಪ್ರಾತಿನಿಧ್ಯದಲ್ಲಿ ಸಮರ್ಪಕ ಅವಕಾಶಗಳು ದೊರೆಯುತ್ತಿಲ್ಲ ಎಂಬ ಅಸಮಾಧಾನ ಮತ್ತು ನೋವು ಸಮಾಜದಲ್ಲಿ ಇದೆ.
ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಮೀಸಲಾತಿಯ ಪ್ರಯೋಜನಗಳು ಎಲ್ಲಾ ಸಮುದಾಯಗಳಿಗೂ ಸಮಾನವಾಗಿ ತಲುಪುತ್ತಿವೆಯೇ ಎಂಬುದರ ಕುರಿತು ಸರ್ಕಾರ ಗಂಭೀರವಾಗಿ ಪರಿಶೀಲಿಸುವ ಅಗತ್ಯವಿದೆ. ವಿಶೇಷವಾಗಿ ವಿಶ್ವಕರ್ಮ, ಬಡಿಗ, ಅಕ್ಕಸಾಲಿಗ, ಕಂಬಾರ, ಕುಂಬಾರ, ಮಡಿವಾಳ, ನೇಕಾರ, ಹಡಪದ, ಅಗಸ, ಗಾಣಿಗ ಸೇರಿದಂತೆ ಹಲವು ಕಾಯಕ ಮತ್ತು ಸಣ್ಣ ಸಮುದಾಯಗಳು ಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ ಹಾಗೂ ಆರ್ಥಿಕವಾಗಿ ಇನ್ನೂ ಅನೇಕ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸುತ್ತಿವೆ.
ಆದ್ದರಿಂದ, ಕೆಳಗಿನ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುವಂತೆ ಸರ್ಕಾರವನ್ನು ವಿನಮ್ರವಾಗಿ ಒತ್ತಾಯಿಸುತ್ತೇವೆ:
1. ಹಿಂದುಳಿದ ವರ್ಗಗಳಲ್ಲಿರುವ ಸಣ್ಣ ಹಾಗೂ ಅತಿ ಹಿಂದುಳಿದ ಸಮುದಾಯಗಳ ಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ ಮತ್ತು ಆರ್ಥಿಕ ಸ್ಥಿತಿಗತಿಗಳ ಕುರಿತು ಸಮಗ್ರ ಜಾತಿ/ಸಮುದಾಯವಾರು ಅಧ್ಯಯನ ನಡೆಸಬೇಕು.
2. ಪ್ರಸ್ತುತ ಮೀಸಲಾತಿಯ ಪ್ರಯೋಜನಗಳು ವಿವಿಧ ಸಮುದಾಯಗಳಿಗೆ ಎಷ್ಟರ ಮಟ್ಟಿಗೆ ತಲುಪಿವೆ ಎಂಬುದನ್ನು ಪರಿಶೀಲಿಸಬೇಕು.
3. ಅಗತ್ಯವಿರುವ ಸಮುದಾಯಗಳಿಗೆ ಸಂವಿಧಾನಾತ್ಮಕ ಮತ್ತು ಕಾನೂನುಬದ್ಧ ಚೌಕಟ್ಟಿನೊಳಗೆ ಒಳ ಮೀಸಲಾತಿ ಅಥವಾ ಸೂಕ್ತ ಪ್ರಾತಿನಿಧ್ಯ ಕಲ್ಪಿಸುವ ಸಾಧ್ಯತೆಯನ್ನು ಪರಿಶೀಲಿಸಬೇಕು.
4. ವಿಶ್ವಕರ್ಮ ಸೇರಿದಂತೆ ಕಾಯಕ ಸಮುದಾಯಗಳ ಮಕ್ಕಳಿಗೆ ಶಿಕ್ಷಣ, ವಿದ್ಯಾರ್ಥಿವೇತನ, ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಮತ್ತು ಉದ್ಯೋಗಾವಕಾಶಗಳನ್ನು ಹೆಚ್ಚಿಸಲು ವಿಶೇಷ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ರೂಪಿಸಬೇಕು.
5. ಸಣ್ಣ ಸಮುದಾಯಗಳ ಯುವಕರಿಗೆ ಸರ್ಕಾರಿ ಹಾಗೂ ಖಾಸಗಿ ವಲಯದಲ್ಲಿ ಉದ್ಯೋಗ ಮತ್ತು ಸ್ವಯಂ ಉದ್ಯೋಗಕ್ಕೆ ಅಗತ್ಯವಾದ ತರಬೇತಿ, ಸಾಲ ಹಾಗೂ ಆರ್ಥಿಕ ನೆರವು ಒದಗಿಸಬೇಕು.
6. ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಸೇರಿದಂತೆ ವಿವಿಧ ಹಂತಗಳಲ್ಲಿ ಸಣ್ಣ ಹಾಗೂ ಅತಿ ಹಿಂದುಳಿದ ಸಮುದಾಯಗಳಿಗೆ ನ್ಯಾಯಯುತ ರಾಜಕೀಯ ಪ್ರಾತಿನಿಧ್ಯ ದೊರಕುವ ಕುರಿತು ಸೂಕ್ತ ಕ್ರಮಗಳನ್ನು ಪರಿಶೀಲಿಸಬೇಕು.
7. ಈ ಎಲ್ಲ ವಿಷಯಗಳ ಕುರಿತು ಸಂಬಂಧಪಟ್ಟ ಸಮುದಾಯಗಳ ಪ್ರತಿನಿಧಿಗಳು, ತಜ್ಞರು ಹಾಗೂ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಸಮಾಲೋಚನೆ ನಡೆಸಿ ಸ್ಪಷ್ಟವಾದ ಕಾರ್ಯಯೋಜನೆಯನ್ನು ರೂಪಿಸಬೇಕು.
ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳೇ, ಸಂವಿಧಾನದ ಸಮಾನತೆ ಮತ್ತು ಸಾಮಾಜಿಕ ನ್ಯಾಯದ ಆಶಯವು ಸಮಾಜದ ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ತಲುಪುವುದು ಪ್ರಜಾಪ್ರಭುತ್ವದ ಮೂಲ ಉದ್ದೇಶವಾಗಿದೆ. ಆದ್ದರಿಂದ ಸಣ್ಣ ಹಾಗೂ ಅತಿ ಹಿಂದುಳಿದ ಸಮುದಾಯಗಳ ಸಮಸ್ಯೆಗಳನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿ, ಕಾನೂನು ಮತ್ತು ಸಂವಿಧಾನದ ಮಿತಿಗಳೊಳಗೆ ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಈ ಮೂಲಕ ಮನವಿ ಮಾಡುತ್ತೇವೆ.
ವಿಶೇಷವಾಗಿ ವಿಶ್ವಕರ್ಮ ಸೇರಿದಂತೆ ಕಾಯಕ ಸಮುದಾಯಗಳಿಗೆ ಶಿಕ್ಷಣ, ಉದ್ಯೋಗ, ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿ ಮತ್ತು ನ್ಯಾಯಯುತ ಪ್ರಾತಿನಿಧ್ಯ ದೊರಕುವಂತೆ ಸರ್ಕಾರದಿಂದ ಸ್ಪಷ್ಟವಾದ ನೀತಿ ಹಾಗೂ ಕ್ರಮಗಳನ್ನು ನಿರೀಕ್ಷಿಸುತ್ತೇವೆ.

Respected Hon’ble Prime Minister,
Even after several decades of independence, there is a sense of dissatisfaction and concern among society that small and most backward communities within the Other Backward Classes (OBCs) are still not receiving adequate opportunities in education, employment, economic development and political representation.
There is a need for a comprehensive review of whether the benefits of OBC reservation are reaching all communities equally. In particular, several occupational and smaller communities, including Vishwakarma, Badigar, Akkasali, Kammara, Kumbara, Madivala, Nekara, Hadapada, Agasa and Ganiga, continue to face several social, educational and economic challenges.
In this regard, we humbly request the Central Government to take the following measures:
1. A comprehensive community-wise study should be conducted on the social, educational and economic conditions of small and most backward communities among the OBCs.
2. A scientific assessment should be undertaken to determine the extent to which the benefits of the existing reservation system have reached different communities.
3. The possibility of providing sub-reservation or appropriate representation to communities that require it should be examined within the constitutional and legal framework.
4. Special programmes should be formulated to increase educational opportunities, scholarships, skill development and employment opportunities for children belonging to occupational communities, including the Vishwakarma community.
5. Appropriate schemes should be introduced to provide skill training, credit facilities and financial assistance to the youth of small communities for employment and self-employment.
6. The monitoring mechanism should be strengthened to ensure that the benefits of various Central and State Government schemes effectively reach small and most backward communities for their social and economic development.
7. Consultations should be held with representatives of the concerned communities, experts and government officials on all these issues, and a clear action plan should be prepared wherever necessary.
Hon’ble Prime Minister,
Ensuring that the principles of equality and social justice enshrined in the Constitution reach every section of society is one of the important objectives of a democracy. Therefore, we humbly request that the issues faced by small and most backward communities be given serious consideration and that appropriate measures be taken within the framework of the Constitution and the law.
We further request that necessary directions be issued immediately to the concerned Ministries and authorities to initiate an official process for conducting a community-wise study and consultations with representatives of the concerned communities.
We request that a clear time-bound schedule be fixed for this process and that we be informed in writing about the action taken. Based on the findings of the study and the outcome of the consultations, we request the Government to formulate an action plan concerning sub-reservation, fair representation, education, skill development and economic assistance, and to announce the necessary budgetary provisions and monitoring mechanism for its implementation.
In particular, we humbly request the Central Government to take immediate steps to formulate appropriate policies and measures to ensure education, employment, economic development and fair representation for occupational communities, including the Vishwakarma commu early and positive consideration and that the proposed action and expected timeline will be communicated to us clearly.

ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಮೀಸಲಾತಿಯ ಪ್ರಯೋಜನಗಳು ಎಲ್ಲಾ ಸಮುದಾಯಗಳಿಗೂ ಸಮಾನವಾಗಿ ತಲುಪುತ್ತಿವೆಯೇ ಎಂಬುದರ ಕುರಿತು ಸರ್ಕಾರ ಗಂಭೀರವಾಗಿ ಪರಿಶೀಲಿಸುವ ಅಗತ್ಯವಿದೆ. ವಿಶೇಷವಾಗಿ ವಿಶ್ವಕರ್ಮ, ಬಡಿಗ, ಅಕ್ಕಸಾಲಿಗ, ಕಂಬಾರ, ಕುಂಬಾರ, ಮಡಿವಾಳ, ನೇಕಾರ, ಹಡಪದ, ಅಗಸ, ಗಾಣಿಗ ಸೇರಿದಂತೆ ಹಲವು ಕಾಯಕ ಮತ್ತು ಸಣ್ಣ ಸಮುದಾಯಗಳು ಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ ಹಾಗೂ ಆರ್ಥಿಕವಾಗಿ ಇನ್ನೂ ಅನೇಕ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸುತ್ತಿವೆ.
ಆದ್ದರಿಂದ, ಕೆಳಗಿನ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುವಂತೆ ಸರ್ಕಾರವನ್ನು ವಿನಮ್ರವಾಗಿ ಒತ್ತಾಯಿಸುತ್ತೇವೆ:
1. ಹಿಂದುಳಿದ ವರ್ಗಗಳಲ್ಲಿರುವ ಸಣ್ಣ ಹಾಗೂ ಅತಿ ಹಿಂದುಳಿದ ಸಮುದಾಯಗಳ ಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ ಮತ್ತು ಆರ್ಥಿಕ ಸ್ಥಿತಿಗತಿಗಳ ಕುರಿತು ಸಮಗ್ರ ಜಾತಿ/ಸಮುದಾಯವಾರು ಅಧ್ಯಯನ ನಡೆಸಬೇಕು.
2. ಪ್ರಸ್ತುತ ಮೀಸಲಾತಿಯ ಪ್ರಯೋಜನಗಳು ವಿವಿಧ ಸಮುದಾಯಗಳಿಗೆ ಎಷ್ಟರ ಮಟ್ಟಿಗೆ ತಲುಪಿವೆ ಎಂಬುದನ್ನು ಪರಿಶೀಲಿಸಬೇಕು.
3. ಅಗತ್ಯವಿರುವ ಸಮುದಾಯಗಳಿಗೆ ಸಂವಿಧಾನಾತ್ಮಕ ಮತ್ತು ಕಾನೂನುಬದ್ಧ ಚೌಕಟ್ಟಿನೊಳಗೆ ಒಳ ಮೀಸಲಾತಿ ಅಥವಾ ಸೂಕ್ತ ಪ್ರಾತಿನಿಧ್ಯ ಕಲ್ಪಿಸುವ ಸಾಧ್ಯತೆಯನ್ನು ಪರಿಶೀಲಿಸಬೇಕು.

Leaders who have gained political positions in the name of backward classes should focus more on the genuine issues faced by the backward communities, including education, employment, economic development and political representation.
Everyone has the right to criticise political leaders. However, such criticism should be based on policies, governance, development and social equality. Targeting the personal life of political leaders lowers the level of political discourse and does not suit a senior leader like B.K. Hariprasad.
If anyone has differences regarding the governance of Prime Minister Narendra Modi, the development of the country or various government schemes, they should raise their questions with facts, figures and evidence. At the same time, respecting the office of the Prime Minister is the responsibility of everyone.
