What does it take to build a flourishing rural Jharkhand?

The sixth edition of the India Rural Colloquy 2026 in Ranchi brought together voices from government, academia, civil society and communities to explore how Jharkhand can unlock its potential through stronger Panchayats, water security, local livelihoods, institutional convergence and community-led action.

From managing water through local knowledge and scientific evidence to strengthening Own Source Revenue, enabling panchayats to turn plans into action and creating pathways for sustainable rural incomes, the conversations pointed to one clear imperative: Rural transformation must be rooted in local institutions, local knowledge and local economic opportunity.

The Sixteenth Finance Commission (XVIFC) was constituted by the President of India in pursuance of clause (1) of article 280 of the Constitution. The XVIFC, headed by Chairman Dr. Arvind Panagariya, submitted its Report today to the President of India

Members of the XVIFC, Annie George Mathew, Dr. Manoj Panda, T. Rabi Sankar and Dr. Soumyakanti Ghosh and the Secretary to the XVIFC Ritvik Pandey accompanied the Chairman. Thereafter, the XVIFC also presented a copy of the report to the Prime Minister and to the Union Finance Minister today
