Fiber will be needed to these places no matter what and it will happen no matter what. The Units are about 500 a pop at Costco... I assume Government deal could get them cheaper...

It will last decades. Multiple Companies can sell data from it, you don't have to have one single owner, The costs are much cheaper and cheaper plans are forced by CRTC also
