You get it toward the end of the Pangzhen region. You talk to an old beggar and he will assemble all the pieces for you.

I was using it here to see if it would affects the swords, guns since they are technically summons

@KekellBlf This blade is doing 90% of the work here. It has an innate parry (Block+Heavy) which lets you teleport. And that teleport can be used on top of Flash step 😮‍💨

Also, you can use the special parry even when you have no Sha-chi and remain overly aggressive
