MISSION MODE RECRUITMENT INITIATIVE

Government had launched the National #RozgarMela initiative on 22nd October 2022 as part of Mission Recruitment. A total of 19 Rozgar Melas have been organized so far at 45-50 cities across the country, in which more than 12 lakh appointment letters have been distributed

The occurrence and filling-up of vacancies is a continuous process. Ministries/Departments have been instructed to fill vacant posts in a time-bound manner

Efforts have been made to streamline the recruitment process which has resulted in reduction of recruitment cycle for SSC exam from the earlier 12-15 months to 8-9 months

MISSION KARMAYOGI

#MissionKarmayogi, the National Programme for Civil Services Capacity Building (NPCSCB) was approved by the Government of India in September 2020 with an aim of transitioning from a 'rule- based' to 'role-based' HR system and creating civil servants with a global outlook while being rooted in lndian ethos.

As on date, more than 1.69 crore users have been onboarded, and the platform hosts over 5500 courses across domain, functional and behavioural competencies, with more than 14.08 crore course completions.

Courses are available in 23 languages, including Hindi and other Indian languages, enabling wide accessibility and alignment with regional and linguistic needs.

Building a more transparent and efficient cadre management system.

DoPT has strengthened the cadre review framework through transparent monitoring, a structured Cadre Review Calendar and simplified policy guidelines. Since 2014, 60 Central Group 'A' Services and 117 All India Services cadre reviews have been completed, ensuring a more efficient and streamlined cadre management process.

सिविल सेवा प्रशिक्षण संस्थानों के लिए राष्ट्रीय मानक

🔸सिविल सेवा प्रशिक्षण संस्थानों के लिए राष्ट्रीय मानक (एनएससीएसटीआई) को संशोधित किया गया है और 18.07.2025 को एनएससीएसटीआई 2.0 के तौर पर लॉन्च किया गया

🔸एनएससीएसटीआई का संशोधन मिशन कर्मयोगी के विकासशील उद्देश्यों और हमेशा सीखते रहने को संस्थागत रूप देने और योग्यता-आधारित प्रशिक्षण प्रदान करने में सिविल सेवा प्रशिक्षण संस्थानों (सीएसटीआई) की रणनीतिक भूमिका के साथ एकसमानता सुनिश्चित करने के लिए किया गया था।

🔸एनएससीएसटीआई के कार्यान्वयन की समीक्षा एक संरचित परामर्श प्रक्रिया के माध्यम से की गई, जिसमें मान्यता प्राप्त सीएसटीआई के साथ एक राष्ट्रीय स्तर की कार्यशाला आयोजित की गई, जिससे मौजूदा फ्रेमवर्क पर विस्तृत प्रतिक्रिया प्राप्त की जा सक

🔸समीक्षा से मिलने वाले निष्कर्षों के आधार पर एनएससीएसटीआई 2.0 के अंतर्गत फ्रेमवर्क का पुनर्गठन किया गया और मूल्यांकन मापदंडों को 59 से घटाकर 43 कर दिया गया। मूल्यांकन मापदंड पाठ्यक्रम डिजाइन, संकाय विकास, संसाधन और प्रशिक्षण लक्ष्य, डिजिटलीकरण और प्रशिक्षण वितरण, प्रशिक्षण मूल्यांकन और गुणवत्ता आश्वासन, प्रशिक्षण संस्थान के शासन और संचालन कार्यों जैसे विषयों पर केंद्रित हैं

National Standards for Civil Service Training Institutions (NSCSTI) has been revised and launched as NSCSTI 2.0 on 18.07.2025

The revision of NSCSTI was undertaken to ensure alignment with the evolving objectives of #MissionKarmayogi and the strategic role of Civil Service Training Institutions (CSTIs) in institutionalizing continuous learning and delivering competency- based training.

A review of the implementation of NSCSTI was undertaken through a structured consultative process, wherein a national level workshop with accredited CSTIs was convened to obtain detailed feedback on the existing framework

Pleased to facilitate the signing of Memorandum of Understanding (MoU) between the Centre for Urban Studies of the Indian Institute of Public Administration #IIPA, and the Institute of Chartered Accountants of India (#ICAI).

The municipal accounting is no longer merely a financial function but the foundation of transparent, technology-driven and citizen-centric urban governance. Strong institutions, backed by research and professional expertise are essential for creating efficient Urban Local Bodies capable of meeting the aspirations of a rapidly urbanising nation.  

IIPA has expanded far beyond its traditional role of training civil servants to serve elected representatives, judicial officers, defence personnel, the private sector and other stakeholders. ICAI, on the other hand, has emerged as one of the world's largest professional accounting bodies with unmatched expertise in financial management. Bringing these complementary strengths together would create a strong institutional platform for improving governance at the municipal level.

Recruitments and Examination Reforms by UPSC

UPSC continues to strengthen the recruitment ecosystem through citizen-centric reforms, improved accessibility and simplified processes.

Key initiatives include 78,394 recruitments since 2014, preferred examination centres for PwBD candidates, streamlined appointment procedures, and the One-Time Registration portal integrated with Aadhaar and DigiLocker.

Through key reforms such as the Prevention of Corruption (Amendment) Act, 2018, the operationalization of the Lokpal, faster inquiry and sanction for prosecution mechanisms, time-bound disciplinary reforms, and India's leadership in G20 and BRICS anti-corruption initiatives, the Government continues to strengthen transparency, integrity, and ethical governance across public administration.

Addressed the National Workshop on Pension Litigation.

Key Takeaways:
"Many pension disputes arise because existing rules have failed to keep pace with changing societal needs. The ultimate objective of pension administration should be to prevent litigation through timely policy reforms rather than resolving disputes after they reach the court.

Therefore, the need is to revisit the Pension rules, from time to time, to minimise litigation and strengthen the welfare of senior citizens. Over the last decade, the government headed by PM Sh @narendramodi has done away with several regulations inherited from earlier administrative frameworks that tended to create hardship for citizens.

Grievance redressal should not be viewed merely as disposal of cases but as an important mechanism for policy improvement. Government aims to ultimately build a Zero-Litigation Pension ecosystem".

In the 2nd Technical Session conducted during National Workshop on Pension Litigation 2.0, Shri Dhrubajyoti Sengupta, JS(Pension), highlighted the need for re-visiting all policies and rules where there is excessive litigation, for having a common portal where litigation stakeholders can flag issues and share best practices of various Ministries and handpicking of staff, handling pension by ensuring empathy, knowledge and tenure based retention.

Union Minister of State, Dr Jitendra Singh, addressed the plenary session of National Workshop on Pension Litigation convened by Department of Pension & Pensioners Welfare at Dr. Ambedkar International Centre, New Delhi on 18th July 2026 and reiterated the vision of Hon’ble Prime Minister, Shri Narendra Modi, of utilizing the resource and knowledge of pensioners, an important section of society, towards Viksit Bharat. The Hon’ble MoS (PP) emphasized the significance of pension welfare and ensuring mitigation of litigations by simplification of rules and speedy grievance redressal, the importance of bringing in reforms compatible with changing needs of society and ensuring that pensioners are provided their pension and other dues timely.
