I am honored to extend my strong support to Venezuela Energy Week 2026, where the oil and gas industry has a real opportunity to convert recovery momentum into bankable investment decisions. I will be attending.

Under Acting President Delcy Rodríguez, Venezuela has shown serious leadership on earthquake recovery and on regulatory change work that matters to investors because it reduces uncertainty and restores operational continuity. The government’s hydrocarbons law overhaul and the move toward clearer, more predictable regulations signal a transformative posture for the sector.

Venezuela’s proposition is unmistakable: it holds the world’s largest proven oil reserves, and credible forecasts point to measurable growth. Rystad Energy projects roughly 194,000 barrels per day of production growth by 2028 (about 17% between Q4 2025 and Q4 2028), with much of the near-term upside expected from IOCs expanding existing joint ventures through brownfield optimization and field redevelopment.

But the legal and commercial question is capacity. Venezuela’s Oil Ministry has targeted 93 active drilling rigs by 2028 (mainly in the Orinoco Belt). Yet the Baker Hughes rig count showed only two active rigs at end of March, both supporting Chevron led operations. That equipment and services gap is precisely where major investment is required.

I call for massive investment across the upstream midstream, downstream, rigs, artificial lift, well completions, pumps/valves/compressors, and enabling digital solutions so growth can be sustained, not episodic. I also welcome the visible market interest from SLB, Halliburton, Chevron, bp, Shell, repsol, Eni, Maurel & Prom, Maha Energy (US) Inc., Vitol, Trafigura, Hunt Oil Company and Crossover Energy

I am confident that Venezuela Energy Week is set to deliver the partnerships and enforceable frameworks the market needs. Venezuela’s next chapter can strengthen not only its economy, but also Africa and global energy security provided the world sees the investment pathway move from law on the books to projects in the ground.
