I led a delegation to NITDA for a courtesy visit with DG @KashifuInuwa. We reaffirmed our shared commitment to digital inclusion by launching a landmark partnership that will deploy NYSC Digital Champions to deliver digital literacy training to Almajiri children across Nigeria.
In continuation of the Nigeria–Ghana Learning Exchange on Complementary Basic Education, a Nigerian delegation led by the Executive Secretary of the National Commission for Almajiri and Out-of-School Children’s Education (NCAOOSCE), @DrMuhammadIdris, paid a courtesy visit to the Northern Regional Minister of Ghana, Hon. Ali Adolf John.
The engagement reaffirmed a shared commitment across national, regional, and municiapal levels of governance, underscoring the importance of collaboration and unity of purpose in tackling the persistent challenge of out-of-school children.
The visit was facilitated by the British High Commissions in Accra and Abuja, the British Council, the What Works Hub for Global Education, and the @PLANE_Nigeria Programme, strengthening cross-border partnerships aimed at advancing inclusive and equitable education for all.

Nigeria has taken another important step in addressing the challenge of out-of-school children, as the Executive Secretary of the National Commission for Almajiri and Out-of-School Children’s Education, Dr. Muhammad Sani Idris, led a Nigerian delegation on a courtesy visit to Ghana’s Ministry of Education under the ongoing Nigeria–Ghana Learning Exchange on Complementary Basic Education.
The delegation was received by Prof. George Oduro, the Technical Adviser to the Minister of Education, Hon. Haruna Idrissu.
The Learning Exchange serves as a platform for both countries to consolidate efforts and deepen collaboration in addressing the challenge of out-of-school children, particularly among vulnerable and marginalized communities.
While Nigeria and Ghana share comparable socio-economic and cultural realities, Ghana’s sustained investments in Complementary Basic Education, strong community engagement, and progressive education policies have yielded encouraging outcomes, offering valuable insights for regional learning and adaptation.
Facilitated and funded by the British High Commissions in Nigeria and Ghana, the exchange brought together key education stakeholders from both countries to share practical strategies and scalable solutions for advancing inclusive and equitable basic education.

As we enter this new year with renewed hope, I wish to sincerely appreciate His Excellency, President Bola Ahmed Tinubu, GCFR (@officialABAT), for his visionary leadership and steadfast commitment to educational transformation and inclusive development, particularly for Almajiri and out-of-school children across the country.
I equally extend my profound gratitude to the Honourable Minister of Education, Dr. Tunji Alausa (@DrTunjiAlausa), and the Honourable Minister of State for Education, Professor Suwaiba Sa’d Ahmad (@Suwaiba_Said), for their guidance, policy direction, and continuous support towards the effective delivery of the Commission’s mandate.
My appreciation also goes to State Governments, religious and traditional rulers, development partners, civil society organisations, non-governmental and faith-based organisations, the media, educators, parents, and all stakeholders whose collective efforts continue to strengthen access to education for vulnerable children.

The Executive Secretary of the National Commission for Almajiri and Out-of-School Children Education (NCAOOSCE), Dr. Muhammad Sani Idris, attended the official unveiling of the National Policy on Almajiri Education in Nigeria and its Implementation Guidelines, a landmark policy developed by the Commission to provide a unified, structured, and sustainable framework for Almajiri education nationwide.
This groundbreaking policy represents a major stride towards standardizing learning, improving quality, and integrating Almajiri learners into the National Education system in line with the Renewed Hope Agenda.
In addition to the Almajiri Policy, the event also featured the unveiling of two other key national documents:
The National Teacher Policy and its Implementation Guidelines
The National Implementation Guidelines Against Drug and Substance Use in Schools (Secondary Schools and Tertiary Institutions)
The Commission reaffirmed its commitment to working closely with the Federal Ministry of Education, state governments, and development partners to ensure smooth and effective implementation of the National Policy on Almajiri across the country.

NATIONAL COMMISSION FOR ALMAJIRI AND OUT-OF-SCHOOL CHILDREN’S EDUCATION CONDEMNS THE KILLING OF ALMAJIRI IN BIRNIN KEBBI AND CALLS FOR JUSTICE
Abuja, Nigeria—The National Commission for Almajiri and Out-of-School Children’s Education (NCAOOSCE) has received with profound concern the report of the tragic killing of Salihu Hassan, a 17-year-old Almajiri of Madarasatul Mallam Mainasara, Illelayari Area, Birnin Kebbi.
According to information from the Commission’s Kebbi State Office, the incident occurred in the early hours of Monday, 24th November, 2025. The deceased was found in a pool of blood and immediately evacuated by the Nigeria Police Force to Sir Yahaya Memorial Hospital, where he was certified dead by medical personnel.
The Kebbi State Police Command has arrested a suspect, and the case has been transferred to the State Criminal Investigation Department (SCID) for further investigation. The Commission commends the swift response of the security agencies and urges that the investigation be conducted diligently to ensure justice is served.
Commenting on the incident, the Executive Secretary of NCAOOSCE, Dr. Muhammad Sani Idris, said: "This tragic loss of a young Almajiri is deeply distressing. Violence against children is unacceptable and undermines efforts to provide safe and inclusive education. We call on the authorities to ensure a thorough investigation and justice for the bereaved family."
In line with its mandate to protect Almajiri and out-of-school children, NCAOOSCE is engaging with the Kebbi State Government and security agencies, reviewing safety measures in learning centres, providing support to the family of the deceased, and advocating for safe, peaceful school environments across the country.
The Commission extends its heartfelt condolences to the family, the school community, and the government and people of Kebbi State. It calls on community leaders, caregivers, education stakeholders, and the public to work together to safeguard children and ensure that every learner can pursue education without fear.

Federal Government Approves National Policy on Almajiri Education
History was made at the 2025 National Council on Education (NCE) held in Akure, Ondo State, as the Federal Government officially approved the National Policy on Almajiri Education — a landmark milestone in Nigeria’s educational development.
This policy, initiated and championed by the National Commission for Almajiri and Out-of-School Children Education (NCAOOSCE) under the visionary leadership of its Executive Secretary, @DrMuhammadIdris, marks a decisive step towards inclusion, equity, and structured learning for millions of children who were previously left behind.
The successful adoption of this long-awaited policy was made possible through the steadfast leadership of the @NigEducation, under the Honourable Ministers, @DrTunjiAlausa and Professor @Suwaiba_Said, whose commitment to the Renewed Hope Agenda of President @officialABAT, has continued to advance transformative education reforms across the nation.
For the first time in Nigeria’s history, the Almajiri child will no longer be classified as out-of-school.
Through this policy, the @NigeriaGov has effectively redefined and expanded Nigeria’s education framework by formally recognizing the Almajiri learning system — previously categorized as “marginally non-formal” — as part of the national education structure.
The policy provides for:
- Harmonisation of curricula across Tsangaya schools;
- Integration of literacy, numeracy, critical thinking, and skills acquisition;
- Teacher training and stipends;
- Improved funding and supervision;
- Proper learner documentation and parental engagement; and
- Minimum infrastructure and WASH standards.
This historic development stands as a testament to what is possible through strategic leadership, collaboration, and persistence.
The Commission extends its sincere appreciation to all stakeholders, particularly the @PLANE_Nigeria and other development partners whose technical, financial, and moral support were instrumental in making this achievement a reality.
Indeed, a long-overdue reform has now come to life, ensuring that the Almajiri child is counted, recognized, and in-school.
