So is it still okay to use NPLT to measure population change, isnt it misleading using a “movement” number as if it were “new population”? when ABS uses only NOM (Net Overseas Migration) to measure population growth from migration.

NPLT ≠ population growth. ABS says OAD long-term categories can’t be used as migration data and intentions don’t reflect actual stays. Only NOM adds to Australia’s population. Using NPLT as “new population” exaggerates reality.
