Could just use current airtime reservations of the pacs and normalize them to get an estimated effective CPM?

CA’s isn’t as drastic as VA’s. You could theoretically draw a full D or 51D-1R map for CA but they didn’t do that. Makes it seem less extreme

The No campaign gave up. Basically stopped spending in September.
